is requesting proposals from organizations that have the capability to
supply metal storage containers that will be used for the long term
storage of plutonium metals and stabilized plutonium oxides in
accordance with DOE STD 3013-96, "Criteria for Preparing and Packaging
Plutonium Metals and Oxides for Long Term Storage". Three cans are
nested together to form a storage package that is 254 mm in length and
125 mm in diameter. Plutonium material is placed into a convenience
can, which is then lidded. The convenience can is placed inside an
inner can. A hollow plug is then inserted into the inner can and welded
in place. The excess material is cut off leaving the base of the hollow
plug as the inner can lid. Finally the inner can is placed into an
outer can and a lid is fitted and welded into place. Potential offerers
must meet the quality assurance requirements of American Society of
Mechanical Engineers (ASME) NQA-1, Basic 1-18 points. An estimated
10,000 storage packageswill be procured, phased over a three year
period. The response to this solicitation must be in accordance with
the Request For Proposals (RFP) which will be issued on or about
January 11, 1999 and can be found at http://www.oak.doe.gov. No paper
copies of the solicitation will be made available. Prospective offerers
who do not have electronic capability to download the solicitation may
submit a written request to the U.S. Department of Energy, 1301 Clay
Street, Room 700-N, Oakland, CA, 94612-5208, Attn: Wayne Bryan and
include a self-addressed stamped envelope and three MS-DOS formatted,
high density, three inch, virus free diskette. Prospective offerers who
fail to submit an appropriate diskettes and a stamped self-addressed
envelope will not receive the solicitation. A pre-proposal conference
at the Oakland Operations Office is planned after the solicitation is
released. The solicitation will contain further details regarding the
