The Air Force Research Laboratory, Munitions Directorate, Assessments and Demonstrations Division (AFRL/MNA) is interested in receiving proposals to perform design, development, and testing of Reaction Jet Control (RJC) technologies which may be applied to next generation weapon systems to produce increased maneuverability and multi-mission performance capability. Recent Laboratory projects have indicated potential payoffs for missiles employing reaction control devices positioned near the blast tube of a tactical missile rocket motor, utilizing the motor's chamber pressure to generate control forces in each of pitch, roll and yaw axes through a series of independently actuated hot gas valves. Proposals in response to this announcement must be received no later than 12:00 P.M. Central Daylight Time, 45 days after publication in Commerce Business Daily (CBD) and addressed to Air Force Research Laboratory, Munitions Contracting Division, 101 W Eglin Blvd, Ste 337, Eglin AFB FL 32542-6810, Attn: Ms Jeff Duval (AFRL/MNK). Proposals handled by courier shall be delivered to Bldg 13, Rm 337, Eglin AFB FL. If the due date falls on a weekend or federal holiday, the due date shall be the next workday. This is an unrestricted solicitation. Proposals submitted after the cut-off date specified herein shall be treated in accordance with FAR 52-215-1, Instructions to Offerors, Responders should reference the above number (MNK PRDA-99-0003). Proposals submitted must be in accordance with this announcement. Since this is a Program Research and Development Announcement (PRDA), there will be no formal request for proposal or other solicitation regarding this announcement. Offerors should be alert for any PRDA amendments that may be published. The Government reserves the right to amend the due date to allow for subsequent submission proposal dates. If sufficient proposals are selected to satisfy the PRDA objectives as a result of the first submission, subsequent opportunities for proposal submission will not be available. Offerors should request a copy of the WL Guide entitled, "PRDA and BAA Guide for Industry" dated November 1992. This guide is specifically designed to assist offerors in understanding the PRDA/BAA proposal process. Guidance is also available on the Internet at http://www.acq.osd.mil/sadbu/sbir/proposal.htm B -- REQUIREMENTS: (1) PHASE I PRELIMINARY DESIGN AND DEVELOPMENT: (a) Select, develop and demonstrate candidate RJC valves via single and/or multiple jet, hot and cold gas tests, as required. (b) Conduct post-test analyses sufficient to fully assess the performance and feasibility of the selected RJC approach. (c) Develop conceptual 6-jet RJC packaging approaches for pitch, yaw and roll control. (2) PHASE II FLIGHT CONTROL SYSTEM DESIGN AND DEVELOPMENT (OPTION): (a) Produce build-to designs of an integrated 6-jet RJC flight control system including government furnished fin control actuation system and rocket motor hardware. (b) Fabricate sufficient test articles to enable not less than four complete system ground tests. (c) Conduct complete control system ground tests, including realistic RJC and fin control actuator duty cycles. (d) Conduct post-test analyses sufficient to fully assess the performance and feasibility of the hybrid flight control system. (e) Prepare a flight test program plan with provisions for all necessary design, fabrication and pre-flight qualification tests. (3) REVIEWS: Phase I requires a single final program review which summarizes all technical, programmatic and cost issues associated with the Phase I effort. Phase II reviews consist of informal quarterly technical meetings which will include a review of all technical, programmatic and cost aspects of the Phase II effort. (4) TECHNICAL GOALS: Successful designs will emphasize miniature/lightweight packaging, high frequency operation, high thrust levels and advanced materials capable of withstanding extreme temperature environments. Specifically, the following goals apply: (a) independent pitch, yaw and roll propulsive control (b) not less than 800-1000 pounds thrust from an individually open valve (c) less than 10 milliseconds from open command to 90% thrust (d) RJC device completely decoupled and independent from tailfin actuation (e) 100 hertz operating frequency (f) exposed valve components capable of withstanding up to 5000 degrees Fahrenheit (g) total system not more than 14 pounds, 4 inches length, 7 inches diameter (h) maximum operating time of not less than 4 seconds continuous operation. (5) DELIVERABLE ITEMS: The following deliverable data items as a minimum shall be proposed: Status Report, DI-MGMT-80368/T; Developmental Design Drawings and Associated Lists, DI-DRPR-81002; Project Planning Chart, DI-MGMT-80507/T; Status of Government Furnished Equipment (GFE) Report, DI-MGMT-80269; Contract Funds Status Report (CFSR), DI-MGMT-81468; Presentation Material, DI-ADMN-81373; ; Scientific and Technical Reports, DI-MISC-80711; DI-MGMT-81467; Final Report, DI-MISC-80711/T. Recurring unclassified deliverables, such as monthly status reports, monthly expenditure reports, etc., should be transmitted to AFRL/MNAV electronically whenever possible. All residual test hardware fabricated or purchased with government funds shall be delivered at the government's discretion. C -- ADDITIONAL INFORMATION: (1) Anticipated Period of Performance: Phase I: 6 months, Phase II: 24 months. (2) Expected award date: 01 April 1999. (3) Adequate price competition is anticipated. (4) Government Estimate: The Government expects to fund at a level up to $3.8 million for the entire effort, not including government furnished equipment and hardware. The Government expects to fund at a level up to $1.5, $1.3, $1.0 million in each of FY99-FY01 respectively, with multiple awards anticipated for Phase I. This is an estimate only, not a promise of funding availability. (5) Type of Contract: Cost Plus Fixed Fee (CPFF) is anticipated. (6) Government Furnished Property: It is the offeror's responsibility to identify any equipment to be used whether contractor-owned and furnished or Government-owned and furnished. The Government will assist in providing Government-owned property as appropriate if available. The Government anticipates providing sufficient rocket motors and fin control actuation assemblies to conduct the proposed project. (7) Size Status: For the purpose of this acquisition, the size standard is 500 employees (SIC 8731) (8) Notice to Foreign-Owned Firms: Such firms are asked to immediately notify the Air Force technical point of contact cited below upon deciding to respond to this announcement. Foreign contractors should be aware that restrictions may apply which could preclude their participation in this acquisition. D -- PROPOSAL PREPARATION INSTRUCTIONS: (1) General: Offerors should apply the restrictive notice prescribed in the provision at FAR 52-215-1, Instructions to Offerors,, to trade secrets or privileged commercial and financial information contained in their proposals. Offerors must submit approved DD Form 2345, Export-Controlled DOD Technical Data Agreement, with their proposal. Offerors should state whether they are a large business, small business, small disadvantage business, nonprofit, educational, or historically black college or minority institution. Offerors should consider instructions contained in the "Proprietary Information" and "When and How to Submit" sections of the AFMC Pamphlet 64-101, "Unsolicited Proposal Guide," copies of which are available by writing to: AAC/BC, 205 West D Avenue, Ste 449, Eglin AFB, FL 32542-6863 or telephone (850) 882-2843. AFMC Form 190, Policy Agreements, does not apply to Program Research and Development Announcements. Additional proposal questions should be directed to one of the points of contact listed elsewhere herein. A technical and cost proposal submitted in separate volumes, is required and must reference the above PRDA number. Volume 1 should provide the technical proposal and Volume 2 should address the price/cost portions of the proposal. The technical volume shall be limited to 50 pages, including resumes, charts, figures, tables, etc. Offerors are encouraged to limit the cost proposal to 15 pages. Pages in the technical volume in excess of the specified 50 pages will be removed and returned to the offeror before evaluation starts. A page is defined to be one side of an 8.5 x 11 inch piece of paper with information on it. Minimum print size is 10 point type, or 12 pitch. Proposals shall be submitted in an original and 5 copies. All responsible sources may submit a proposal which shall be considered against the criteria set forth herein. Copies of the proposals may be forwarded, if the offeror authorizes in writing, to other interested government agencies for funding consideration. Authorization for limited reproduction and dissemination within Government Agencies and National Laboratories is requested. Offerors are advised that only the Contracting Officer is legally authorized to contractually bind or otherwise obligate the Government. (2) Cost Proposal: The accompanying cost proposal/price breakdown shall include a person-hour breakdown by task, and a cost element summary (labor, overhead, travel, G&A, etc.). Estimated costs for tests or historical data for similar efforts are requested for program office budgetary estimation and value estimation. The cost of preparing proposals in response to this announcement is not considered an allowable direct charge to any resulting contract, or any other contract. It is, however, an allowable expense to the normal bid and proposal indirect cost specified in FAR 31.205-18. (3) Technical Proposal: The technical proposal shall include as a minimum: (a) detailed technical approach, (b) proposed component description (c) proposed program schedule. E -- PROPOSAL EVALUATION: The selection of one or more sources for contract award shall be based on scientific and engineering evaluation of the proposals in response to this PRDA. Proposals will be evaluated as received using the factors given below. No further evaluation criteria will be used in selecting the proposals. The factors, listed in descending order of importance, are: (1) The overall technical merits of the proposal. (2) The offeror's capabilities, related experience, facilities, techniques, or unique combinations of these which are integral factors for achieving the proposal objectives. (3) The qualifications, capabilities, and experience of the proposed principal investigator, team leader, and other key personnel who are critical to achieving the proposal objectives. (4) The offeror's record of past and present performance. (5) Reasonableness and realism of proposed cost: An evaluation is made of all proposed costs to ensure the offeror has a proper understanding of the effort. It is the policy of AFRL/MN to treat all proposals as privileged information prior to award, and to disclose the contents only for the purposes of evaluation. The offeror must indicate on the appropriate form any limitation to be placed on disclosure of information contained in the proposal. Offerors are encouraged to propose risk/cost sharing arrangements to accelerate this effort. The technical and cost information will be evaluated at the same time. The U.S. Air Force reserves the right to select for award one, several, or none of the proposals received in response to this announcement. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the selection decision.
