Highway Traffic Safety Administration (NHTSA) intends to issue a
competitive Request for Quotation for Media Support services for Region
II to promote the goals of the Buckle Up America Campaign and highway
safety in general. The contractor shall review all materials, develop,
and present a Region II Buckle Up America marketing plan to Region II
for approval. The contractor shall generate print and broadcast media
visibility for Buckle Up America activities to increase belt use, and
achieve the national state safety belt use goals. The activities to
generate the visibility shall include but not limited to: 1) Media
Roll-Out Events, 2) Special Event Publicity, 3) Events for Dignitaries,
4) The contractor shall establish and maintain contact with the major
print and broadcast media providers in the major media markets of
Region II. The contractor shall identify and solicit the New York City
area (the metropolitan media market), newscasters and other
personalities to become Buckle Up America campaign partners. The
contractor shall seek and identify at least twelve (12) private, public
sector and cultural/ethnic organizations in Region II that will work in
partnership with the Region II Office. The contractor shall promote
corporate participation in the Buckle Up America Campaign, the Network
of Employers for Traffic Safety (NETS)), Safe Communities, the Buckle
Up America Awards, and other supportive programs and award campaigns
to encourage the widespread adoption of the safety belt and child
safety seat use goals of the Buckle Up America Campaign. The contractor
shall work in cooperation with the Region II staff to create,
distribute and promote a minimum of six news stories for the print and
broadcast media supporting Buckle Up America, about the efforts of the
following groups and topics throughout Region II: 1) Health Care
Professionals, 2) Law Enforcement Officers and Officials, 3) Crash
Victims and Survivors. A Simplified Acquisition is anticipated for a
period of 24 months. The Request forQuotation will be mailed to those
organizations responding in writing to this announcement. Telephone
requests will not be accepted. The anticipated issuance date of the
