Questions or comments regarding this acquisition must be submitted in writing no later than January 6, 1999. Electronic mail submissions are permitted. NASA intends to issue the final solicitation January 8, 1999 with proposals due January 22, 1999. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This notice is being issued as a Request for Proposal (RFP) for the purposes of examining the feasibility of accommodating a science instrument or technology demonstration, as a secondary payload on a commercial Geo-Synchronous Earth Orbit (GEO) communications satellite. The Government intends to award multiple contracts for the same or similar services to two or more sources under this solicitation unless the Government determines, after evaluation of offers, that only one offeror is capable of providing the services at the level of quality required. Offerors may propose to study more than one host bus, but NASA will not award more than one contract to a single vendor. NASA does not intend to award a single contract for more than $200,000. The provisions and clauses in the RFP are those in effect through FAC 97-08. The SIC code and the small business size standard for this procurement are 8999 and 500 respectively. The offeror shall state in their offer their size status for this procurement. All qualified responsible business sources may submit an offer which shall be considered by the agency. Delivery to GSFC is required in accordance with the Statement of Work, section 2.0. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9.
