Traffic Safety Administration (NHTSA) intends to issue a competitive
Request for Quotation for Media Support services for Region X to
promote the goals of the Buckle Up America Campaign and highway safety
in general. The contractor shall review all materials, develop, and
present a Region X Buckle Up America marketing plan to Region X for
approval. The contractor shall generate print and broadcast media
visibility for Buckle Up America activities to increase belt use, and
achieve the national state safety belt use goals. The activities to
generate the visibility shall include but not be limited to: 1) Media
Roll-Out Events, 2) Special Event Publicity, and 3) Media Interviews.
The contractor shall establish and maintain contact with the major
print and broadcast media providers in the major media markets of
Region X. The contractor shall identify and solicit, in the Region X
major media markets (i.e. Seattle, WA; Portland, OR; Boise, ID, and
Anchorage, AK), newscasters and other personalities to become Buckle Up
America campaign partners. The contractor shall seek and identify at
least twelve (12) private, public sector and cultural/ethnic
organizations in Region X that will work in partnership with the Region
X Office. The contractor shall promote corporate participation in the
Buckle Up America Campaign, the Network of Employers for Traffic Safety
(NETS), Safe Communities, the Buckle Up America Awards, and other
supportive programs and award campaigns to encourage the widespread
adoption of the safety belt and child safety seat use goals of the
Buckle Up America Campaign. The contractor shall work in cooperation
with the Region X staff to create, distribute and promote a minimum of
six news stories for the print and broadcast media supporting Buckle
Up America, about the efforts of the following groups and topics
throughout Region X: 1) Health Care Professionals, 2) Prosecutors and
Judges, 3) Law Enforcement Officers and Officials . A Simplified
Acquisition is anticipated for a periodof 24 months. The Request for
Quotation will be mailed to those organizations responding in writing
to this announcement. Telephone requests will not be accepted. The
anticipated issuance date of the Request for Quotation is January 4,
