A/E must be experienced in historic building restoration. A/E shall thoroughly examine the Rostrum located at the Springfield National Cemetery and provide recommendations as to its historic restoration as well as applicable cost estimate. Upon approval of these recommendations, the A/E shall prepare the necessary documents to obtain the approval of the State Historic Preservation Officer under Section 106 of the National Historic Preservation Act of 1996. Once all approvals have been obtained by both parties, the A/E shall prepare bid documents to include plans, specifications and a final cost estimate. Evaluation criteria will be as follows: (1) Specialized experience of the firm with the type of work required; (2) Past record of performance on similar contracts; (3) Geographic location and facilities of the working office; and (4) Specific experience and qualifications of personnel proposed for assignment to the project.
