indefinite-Delivery Indefinite-Quantity contracts designated CONST-99,
Construction Inspection Services, for the Federal Highway
Administration, Western Federal Lands Highway Division. Contractors
will provide highway construction inspectors with 4x4 vehicles. All
contractors must have 2 or more years experience providing construction
management services or construction inspection services. Majority of
the work will be in or near National Forests; actual places of
performance unknown. One contract will be awarded in each of 3
geographical areas: AREA A -- south central and southwest Oregon; AREA
B -- Eastern Oregon, north central Oregon, northwest Oregon, central
Washington, eastern Washington, and southwest Washington; and AREA C --
Montana, Idaho, and Yellowstone National Park and Grand Teton National
Park in Wyoming. The contracts will be in effect for one year. Each
contract will have a guaranteed annual minimum of $10,000 with a
maximum of $900,000 (AREA A), $900,000 (AREA B), and $500,000 (AREA C).
All work will be ordered by individual Task Orders. This solicitation
is a TOTAL SMALL BUSINESS SET-ASIDE under SIC Code 8999. For a firm to
be considered a small business the annual average gross revenue of the
firm for the last 3 fiscal years must not exceed $5 million. Contract
clause 52.219-14, Limitation on Subcontracting, requires that at least
50% of the cost of the contract performance incurred for personnel
shall be expended for employees of the contractor. Presolicitation
