pre-weld inspection, set-up, welding, trimming, and related process to
achieve the required product, i.e. continuously welded railroad track
with a minimum of 1,170 feet to a maximum 1,200 feet in length. The
Government (NASA) will furnish existing used 112RE rail, virtually all
of which is in 39 foot lengths with two bolt holes at each end. The
contractor shall evaluate and sort the rails per specification for
evaluation of used rails, crop off the ends of each rail where there
are bole holes, using an abrasive disc saw (torch cut not permitted),
per the American Railway Engineering Association, Part 2,
Specifications for Steel Rails, reapproved with revisions 1994). The
Government (NASA) will provide the 112RE used rail stacked in an
accessible location where there is adequate room for the contractor to
set up cropping, sorting, and/or welding operations. No electrical
power or other utilities will be provided. The location is on KSC at
Wilson Railroad yard adjacent to the tracks. If the contractor elects
to perform any or all of the required work at a location other than on
KSC, the contractor will be responsible for transporting the
government provided rails from KSC and delivering the completed strings
to the KSC Wilson Railroad yard. In the event that the contractor
elects to move the governmment provided 112RE used rail from KSC to
another location, all costs of such a move will be borne by the
contractor, except for the switching/movement of railcars by KSC
locomotive on KSC trackage. If welding on KSC the contractor shall
provide a nonflammable spark shield at each welding location to prevent
sparks from reaching the vegetation. Contractor must also have two (2)
fully charged pressure water fire extinguishers and two (2) shovels at
each welding location for control of any vegetation fires which may
occur. Contractor shall dispose of welding slag in such a way as to
avoid fires and shall cleanup the area of any waste that may impact the
local environment of the area where the work is performed. WELDING:
applicable to all line items. Electric flash butt welds are required in
accordance with the American Railway Association's (area) Specification
for Fabrication for Continuous Welded Rail,1983, pages 4-2-6.1 through
4-2-6.4 inclusive. NOTE: If Government services not identified in
advance are required during performance of the work, the costs of such
services will be deducted from payment to the contractor. Posted
