The following is provided for purposes of a market survey of industry
to determine potential sources. It is not a formal Request For
Proposal (RFP) and is not to be construed as a commitment by the
Government. Potential sources who believe they may have the
comprehensive knowledge, skills, capacity and expertise to perform
essential repairs, testing, updates/modifications to bring the F-16C/D
Heads Up Display (HUD) systems to a serviceable condition are invited
to contact the contracting officer. The F-16C/D HUD system consists of
the Following LRU's: The Block 25/30 HUD Electronics Unit (EU) Part
Number 51-036-10-92A (NSN: 1270-01-450-9091WF), the Block 25/30 & Block
50 HUD Display Unit (DU) Part Number 79-077-10-92A (NSN:
6605-99-370-8249WF), the Block 40 HUD DU Part Number 79-081-13-02C
(NSN: 1270-01-333-3608WF), and the Block 40/50 HUD EU part Number
51-042-02-20B (NSN: 1270-99-225-5327WF.) The Government anticipates
awarding a repair contract for five years. The technical data for this
item isproprietary and can not be provided by the Government. The
Government is seeking justification and approval for a limited number
of responsible sources in accordance with Title 10 U.S.C.2304. Past
performance will be evaluated at a level at least equal to price in
accordance with the latest DOD "Streamlining" procedures. Subject to
Government verification and in accordance with criteria to be detailed
in the RFP, the successful offerer will also be expected to
demonstrate in their proposals that they meet high standards for (1)
knowledge and understanding of the requirement, (2) the proper
facilities, employees with satisfactory qualifications, databases and
other resources reflecting readily discernable capability and adequate
capacity, (3) effective purchasing systems, materials management,
access to parts suppliers as required, and viable subcontracting
relationships or teaming concepts as required, and (4) appropriate
management and engineering expertise to meet the technical capability
required. The AirForce has a time-critical requirement for this
program; contract will be awarded not later than 01 July 1999.
Demonstration of these and other capabilities in areas to be defined at
the discretion of the Air Force requiring activity may be detailed in
the yet-to-be-released RFP. Potential offerors may identify their
interests and submit documentation as to their general qualifications
per the above criteria within 15 days to OO-ALC/LFKS, Bldg 1233, 6072
