Aeronautical Systems Center (ASC) is a sole source follow-on
contractual action to provide for the following projects on a cost

ACHA 99 0F06); Provide Boiler Feedwater System, Bldg 801 (Project
Number ACHA 99 0F07); Upgrade Cleaver-Brooks Boiler (Project ACHA 99
0F08); Rehabilitate Cafeteria Hot Water System (Project Number ACHA 99

Support for ECAMP Audit (Project Number OS975001Z3); Emission Inventory
Update (Project Number OS975002Z3); Clean-up of Historic Identified &
Potential SWMUs(Project Number ACHA 99 7C02); Remove Historic CAS, CAW
& GIW Feed System (Project Number ACHA 99 7C01); Provide Compliance
with New Air Emission Permit (Project Number ACHA 99 7C03); Refurbish
Critical IWTP Systems (ACHA 99 7C04). Pollution Prevention Projects
(PP): Water Recycling of Organic Bearing Rinsewaters (Project Number
ACHA 99 PV01); Al and Fe Removal (Project Number ACHA 99 PV05). In
addition to the preceding known projects, other out-of-cycle CTR, IRP,
EC and PP projects may be required in FY99. Work will be performed on
Air Force Plant 44 which is a Government-Owned, Contractor Operated
(GOCO) plant. Project award is anticipated to Hughes Missile Systems
Company which has operated and been responsible for Air Force Plant 44
for the past 44 years. Subcontracting opportunities are anticipated to

Mr. Stephen Plaisted, ASC/SY, has been appointed as Ombudsman to hear
concerns from offerors, or potential offerors, during the proposal
development. The purpose of the Ombudsman is to communicate contractor
concerns, issues, disagreements, and recommendations to the
appropriate government personnel. Existence of an Ombudsman does not
diminish the authority of the program director or the contracting
officer. Accordingly, the Ombudsman does not participate in the
preparation of solicitations, the evaluation of proposals or the source
selection process and, therefore, for routine matters please contact
