The award will be made in accordance with FAR Part 12, Commercial Items, as supplemented with additional information included in the solicitation. The purpose of this process is to establish goals, benchmarks, strategies, and performance indicators that will help DoDEA continue improving the quality of education, student performance, and facilities with appropriate benchmarks to measure progress over time. In 1994, the DoDEA developed a Community Strategic Plan to guide system-wide educational reform. This plan is composed of ten goals and benchmarks, numerous strategies, and performance indicators in support of the DoDEA mission. The goals represent DoDEA's collective vision developed in concert with its stakeholders. They include abundant metrics and existing benchmarks, and providea framework for ready evaluation of DoDEA's performance. These metrics are directly related to the quantity, quality, and cost metrics reflected in DoDEA's budget, and support both departmental goals and the National Performance Review.
