sarah_langston@nps.gov. This is a SOURCES SOUGHT synopsis to determine
if there are a number of responsible sources who can meet a
forthcoming competitive requirement. THIS IS NOT A REQUEST FOR
QUOTATION or REQUEST FOR PROPOSAL. The requirement consists of
conservation treatment and associated non-personal services for three
historic dioramas originally made for and displayed at the Golden Gate
International Exposition on Treasure Island circa 1939-1940. The
dioramas depict the Panama Pacific International Exposition, the 1906
San Francisco Earthquake and Fire, and the Spanish Presidio. These
dioramas have been on continuous exhibition in the former Presidio Army
Museum for about twenty years. The dioramas are currently on display at
the Presidio Museum, at Lincoln and Funston Avenues, Presidio of San
Francisco, California. The museum is open Wednesday through Saturday,
12:00 noon to 4:00 p.m. Due to a variety of causes, the dioramas have
suffered some damage and are in need of conservation. We have condition
reports that were completed by a professional conservator that are
available for review to the future contractor. The solicitation
1443RQ-8140-99-006 anticipates a firm fixed price contract with three
phases: Phase I. Examination Report and Treatment Recommendation; Phase
II. Conservation Treatment (after approval of phase I.); and Phase III.
Treatment Reports with before and after photographs. The successful
contractor is expected to provide all personnel, equipment, tools,
materials, vehicles, supervision and any other items or services
necessary to perform the conservation treatment and associated
non-personal services and complete these services no later than May 1,
1999. The SIC for this procurement is 8999. Minimum qualifications of
the conservator shall include: (1) A graduate degree or certificate
from an accredited conservation program or documented apprenticeship
with a museum conservator; (2) Experience not less than five years
working in a museum conservation program on similar items; (3) Past
conservation workon museum and/or historic objects, especially
composite objects; and (4) Membership in the American Institute for
Conservation or demonstrated adherence to the Code of Ethics and
Standards of Practice of the AIC. Evaluation criteria will require
written proof of the above minimum qualifications plus demonstrated
experience in conservation of 20th Century and ephemeral objects; and,
demonstrated experience in completion of object treatment proposals
and object treatment reports. Interested offerors having the required
specialized capabilities to meet the above requirements should submit
their capability statement [3 pages OR LESS -- excluding resumes and
past performance information], indicating their ability to perform all
aspects of the effort described above. The capability statement must
include the name (President/CEO Owner), address, and telephone (voice
& FAX) of firm, size of business; and number of years in business.
