COMMERCE BUSINESS DAILY ISSUE OF DECEMBER 21,1998 PSA#2246GOVERNMENT AND INDUSTRY DAY AT AIR FORCE ELECTRONIC SYSTEMS CENTER,
HANSCOM AFB, MA The Yankee Chapter of the National Defense Industrial
Association (NDIA) is sponsoring, in conjunction with the Electronic
Systems Center (ESC) Acquisition Development Office (ADO), a Government
and Industry Day on Tuesday, January 19th from 1130 to 1630, at the
Officer's Club, Hanscom AFB, MA. This is the Industry day that was
originally scheduled for 16 Dec 98. The day will begin with a luncheon
at 1130. Senator Edward Kennedy and Representative Marty Mehan have
been invited to speak. The NDIA/ESC program will commence immediately
following the lunch. The purpose of this day is to discuss ESC progress
in defining and developing the program planning phase of the
acquisition process as well as to discuss new and ongoing acquisition
reform initiatives. A centerpiece of the event will be to unveil and
demonstrate a web-based system, the Program Planning Tool, developed to
facilitate both government and industry participation in, influence on,
and visibility of, the acquisition process from requirements generation
to warfighter use. The Program Planning on-line system provides
capability for constant government and industry interaction for the
purposes of: (1) giving industry early visibility into requirements and
opportunities; (2) giving industry the ability to influence the
technical and business solutions of procurements; (3) giving government
users and acquirers visibility and access to latest technologies and
potential solutions to requirements; (4) giving government and industry
information to apply towards risk reduction/mitigation tools; (5)
assisting the government in reducing cycle time for spirals in the
evolutionary acquisition; (6) giving government and industry a constant
forum for ideas, technologies, contract vehicles and information to
enhance capability to the warfighter. Potential users of the system
include the spectrum of industry contractors, government and civilian
laboratories, colleges and universities, requirements generators for
the warfighter, Pentagon leadership, acquisition agencies, battlelabs,
logistics entities and a variety of others. The agenda will also
include selected procurement topics. Participating will be
representatives from the ESC Command section and staff, and
representatives from industry who have been involved in the evolution
of the Program Planning system. A briefing and demonstration of the
system will be followed by Q&A and government and industry comments and
suggestions. The web-based (to be located on HERBB) system will be
operational and ready for use immediately after the session. Cost of
