Command (NAVAIR) intends to negotiate modifications to Contract No.
N00019-96-C-0054 on a cost-plus-incentive-fee basis for validation and
installation of production configuration issues and procurement of
various tooling to support V-22 aircraft. These efforts will be
procured from the Bell-Boeing Joint Program Office, Building 3193,
22398 James Road, Patuxent River, MD, 20670. Bell-Boeing is the
designer, developer, and sole producer of the V-22. As such,
Bell-Boeing is the only source possessing the unique knowledge,
experience, and technical data which is required toperform the
described effort in the required time frame. See note No. 22 and 26
