Paints. U.S. Navy, Naval Sea Systems Command, Code 03M1 is issuing this
Sources Sought announcement for commercial, low copper release-rate
antifouling paints. These systems are being sought to potentially
substitute for the current copper-ablative systems used on the majority
of Navy surface combatant underwater hulls. Copper release from
antifouling paints may potentially become regulated to the extent that
it impacts currently available underwater hull coatings. All
alternative systems must be free of tri-butyl tin oxide compounds. The
purpose of the subject solicitation is to determine the current
state-of-the-art and commercial availability of low copper release-rate
materials. No material order will result from this solicitation. The
Navy may utilize data provided to select materials for testing, however
the solicitation does not ensure any testing will take place.
Commercial vendors of such systems should provide the following
information to the degree available: (1) generic and vendor product
identification of the complete underwater hull coating
system-anti-corrosive and anti-fouling coating, (2) product data sheets
for each material, (3) MSDS for each material, (4) brief description of
the anti-fouling agents including any co-biocides and release rates,
(5) data in panel testing (including location and summary performance
data), (6) results and number of applications in commercial shipping,
(7) current, longest service history, (8) expected service life, and
(9) status, if any, with respect to US EPA registration. Any data
considered Company Confidential should be so marked. Detailed
formulation data is not requested nor warranted as part of any response
to this solicitation. Vendors are encouraged to utilize existing
product/test descriptions as much as possible. Elaborate responses are
not warranted. All data should be compiled into a single submittal
