The Defense Threat Reduction Agency intends to award a sole source contract to Maxwell Physics International (MPI) to provide simulation test support environments, conduct advanced simulator operations, and develop new simulation sources. This effort consists of operating the DTRA owned nuclear weapons effects (NWE) simulator, namely the Advanced Concept Experiment (ACE-4) in support of research and user tests, as needed. MPI designed, fabricated and built ACE-4, and it is physically located at their facility. MPI has been the sole operator of ACE-4 since they designed and constructed it. Therefore, as the original designer and incumbent they are considered to be the ideal candidate to perform this effort within a reasonable cost and time. They possess the necessary knowledge and expertise. This notice of intent is not a request for competitive proposals. Contractors capable of offering their service must respond within 15 days of the date of this notice by submitting specific technical capability to provide this service. All responses received within 15 days after publication of this synopsis will be considered by the government solely for the purpose of determining whether to conduct a competitive procurement.
