This is a correction to the Sources Sought Synopsis number MNK 98-007 published on 17 December 1998. Changes are underlined. The Air Force Research Laboratory Munitions Directorate (AFRL/MN) is seeking Research and development sources for the development of a zoom two-color infrared (IR) projection optical system for use on the outer axis of a 5-axis flight motion simulator. This technology will provide true-line-of-sight simulation for the Kinetic Kill Vehicle Hardware-in-the-Loop Simulator (KHILS) facility located in the Air Force Research Laboratory at Eglin AFB, FL. This facility provides a realistic laboratory experimental ground-test environment that quantifies the technology for strategic precision-guided interceptors and tactical precision-guided munitions. KHILS utilizes testable hardware components (optics, sensors, signal, and guidance processors, gimbals, inertial measurement units, etc.) to offer closed-loop, real-time, six degree-of-freedom simulations at a fraction of the cost of live flight demonstrations. Infrared projectors are used to send radiance into IR seekers. In an effort to provide true-line-of-sight simulations, this facility is developing a five-axis flight motion simulator (FMS). This FMS requires a zoom two-color infrared projection optical system to combine the output of two resistor arrays and provide collimated in-band radiance to a unit under test (UUT). This two-phased program is a 12-month effort. Phase I (3 months), Concept Development, will conclude with the Critical Design Review. Phase II (9 months), Fabrication and Installation, will include fabrication, installation and acceptance of the optical system at the KHILS facility at Eglin AFB, FL. Phase II will close upon successful completion of the Site Acceptance Test (SAT) and delivery of all final documentation. Firms having applicable interest, capability, and background should submit particulars in accordance with Numbered Note 25 to AFRL/MNK STE 337, 101 W. Eglin Blvd., Eglin AFB FL 32542-6810, Attn: Carol Abbott. Response to this synopsis must be no later than 6 January 1999. Respondents to this notice will not be notified of the results of the evaluation of information submitted. This synopsis is for information and planning purposes only, does not constitute an IFB or RFP, and is not to be construed as a commitment by the Government. Firms responding to this synopsis should state whether they are or are not a small business concern as defined by SIC Code 8731. The Air Force reserves the right to consider a small business set-aside based on responses hereto. It is anticipated that a Program Research and Development Announcement (PRDA) in accordance with AFMCFARS 5335.90 will be issued for this requirement. The government does not intend to hold a Pre-Solicitation Conference. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors during the proposal development phase of this acquisition. All potential offerors should use established channels to voice concerns before resorting to the use of the Ombudsman. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the selection decision. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the contracting officer and could not be satisfactorily resolved at that level.
