Weems@bolling.af.mil. 11TH Contracting Squadron/LGCN, Bolling AFB DC, intends to negotiate Solicitation No. F49642-98-QT063, a firm fixed-price labor rate, with not to exceed cost reimbursable travel expenses, sole source contract with Systems Modeling Corporation, 504 Beaver Street, Sewickley PA 15143, to provide a Technical Engineer, minimum requirement of a M.S. Degree in Industrial Engineering or equivalent with a minimum of three (3) years simulation work in modeling support/conversion. The Technical Engineer is required to perform in a combination of on-site a minimum of two (2) times during the performance period and provide distant end services on an hourly basis to convert Air Force Personnel Operations Agency's (AFPOA) Air Force Total Officer Personnel Projection System's (AFTOPPS) model and the Rated Management Decision Support System's (RMDSS) models from the current Simscript language to ARENA, offices located at Crystal Gateway 1, Arlington, VA. The Technical Engineer will assist AFPOA/DPY personnel in developing a strategy for conversion of the AFPOA and AFTOPPS models. This includes both hands-on support as well as over-the-shoulder support to AFPOA and AFTOPPS personnel who are working on the models. The contractor shall document the conversion strategy in a final report to the Government. The contractor will also provide the Government a user's guide.
