This Request for Proposals is subject to change through revisions and/or addendums. Background On July 29, 1998, a group of jurisdictional and motor carrier industry representatives met to establish a partnership in North America for commercial vehicle safety and electronic screening. A charter was signed to guide the shaping of the new partnership. The charter signatories represented 14 jurisdictions (states/provinces). Since the signing of the charter a jurisdicitonal agreement has been prepared for the partnership and is under legal review by an expanding number of jurisdictions. At the release of the document at least five jurisdictions had committed signatures. With legal consultatin an organizational working group of these jurisdictions along with industry representation is pursuing the establishment of a corporate organization. The partnership jurisdictions requested that the Kentucky Transportation Center serve as an interim secretariat. As secretariat the Center was instructed to release an RFP to procure transponder administration services for the partnership of states operating under jurisdictional agreement. It is the intent of the partnership to transfer any agreement/contract reached through this process from the Center to any new corporate organization. The Kentucky Transportation Center may or may not continue to serve a secretariat function to the corporate organization.
