COMMERCIAL-OFF-THE-SHELF (COTS) PHARMACY INFORMATION TEST SYSTEM RFQ
DASW01-99-Q-0179, Request for RFQ is due no later than January 05,
1999. Request for Quotation (RFQ) for a six-month license for a COTS
pharmacy software application residing on a test system platform. The
Advanced Technology Information Center (ATIC) laboratory will be used
for testing the application's capabilities to support the Pharmacy
requirements of the Department of Defense, Military Health System
(MHS). The Office of the Assistant Secretary of Defense for Health
Affairs (OASD (HA)), TRICARE Management Activity (TMA) is the principal
Health Affairs organization charged with the technical implementation
and management of standard, interoperable automated information systems
(AIS) for the Military Health System (MHS). In June 1998, the GAO
published a study detailing problems in the Pharmacy system and
recommended changes that were needed to make the system more
comprehensive and cost effective. In response to GAO's concerns, the
TMA seeks to acquire a six month license for a Commercial-Off-The-Shelf
(COTS) software product to test its capability to support the DoD
pharmacy network, which includes approximately 59 million prescriptions
written annually in DoD Medical Treatment Facilities (MTFs). The
software application must support pharmacy requirements for all MHS
drug processing, including a single patient profile for all inpatient
and outpatient treatments, inpatient order entry, outpatient
prescription dispensing, medication profile inquiries, drug-drug
interactions as well as inventory and cost control, management
reporting, DEA Reporting, and third party claims processing. The vendor
software must adhere to all MHS technical standards as defined in the
solicitation pursuant to technology refresh, hardware and software
standards, security, and Y2K compliance. The configuration offered for
test must be capable of supporting the following: 1.76 million
patients, 150 pharmacy application users with 20-25 concurrent users,
2000 prescriptions per day on average with a peak capacity of 5000, and
15 -20 management reports per day. Candidates selected to proceed to
the demonstration testing stage will be based on the vendor's response
and evaluation criteria stated in the RFQ requested from the
Contracting Officer. The RFQ contains the requirements, the System Test
Plan and the selection methodology that will be used to identify
vendors whose products will be accepted for testing in the ATIC. The
vendor is asked to price the following CLINs: 1) a six month system
test license, 2) engineering support hours to support the test, and 3)
the Vendor Plan. This acquisition is unrestricted and open to both
