Department of Transportation will be competing this effort among
current Information Technology Omnibus Procurement (ITOP) prime
contractors in the Information Systems Engineering functional area.
ITOP is a Government Wide Agency Contract (GWAC) where the prime
contractors have already been selected using a competitive procurement
process. The names of these prime contractors and points of
contact/telephone numbers are listed in the ITOP web page at
http://itop.dot.gov. The purpose of this announcement is to announce
potential subcontracting opportunities with the ITOP prime contractors
in performing this effort. The Request for Proposal, Statement of Work
and attachments are available in electronic format on the ITOP web
page. Proposals will only be accepted from current ITOP prime
contractors. The Federal Highway Administration is interested in
partnering with the private sector and select State departments of
transportation to develop and deploy the necessary infrastructure to
enhance the quality, availability, and accessibility of ITS-generated
data for transportation operations, planning, analysis, and maintenance
purposes. The purpose is to develop and deploy the necessary
infrastructure to enhance data available for transportation operations,
planning, analysis, and maintenance purposes. Depending on existing
conditions, this may require supplementing existing surveillance
capabilities. The offeror is expected to assess local conditions and
needs and propose a system that will satisfy both local needs as well
as their own needs for commercialization purposes. The end product
should be a system that is capable of collecting and distributing real
time conditions data for operations purposes; and archiving this data
to make available historical information for planning, analysis, and
maintenance purposes. The intent is to spur the deployment of systems
that will ultimately be self supporting through commercial initiatives.
This effort will initially be performed in the Pittsburgh and
Philadelphiametropolitan areas with potential options for two
additional metropolitan areas to be identified at a later date. Posted
