The Contractor shall provide all personnel, supervision, and other items and services necessary to perform general library services at Pope AFB, NC. Library services shall be in accordance with professional standards, supplemented by Air Force Instructions. Contractor tasks include, but are not limited to mission support, education support, public services, administration, collection management, financial management, marketing, reference, circulation, interlibrary loan, acquisitions, cataloging, and systems administration and management. Period of Performance: Basic year, four one-year options, and one partial year option. Contract shall not exceed a total of five years. Solicitation issue date: 18 December 1998. This synopsis and resulting solicitation is being issued to obtain offers for comparison purposes, and may not result in a contract if Government performance is determined to be more advantageous. This proposed contract is a 100 percent set-aside for historically black colleges and universities (HBCUs) and minority institutions (MIs), as defined by the clause at 252.226-7000 of the Defense Federal Acquisition Regulation Supplement.
