The Department of Energy (DOE) intends on awarding a contract to Scully Capital Services, Inc. on a sole-source basis under CICA exemption 1, One Responsible Source. The value of the award is $100,000. Scully Capital Services, Inc. has provided significant services (risk allocation, financial engineering, analysis of financing alternatives, evaluation of regulatory impacts, development of tailored contract provisions, etc.) to the Department in developing the solicitation for the Tank Waste Remediation system (TWRS) contract, negotiating the current phase of the TWRS contract, and in launching and implementing the overall DOE contract reform and privatization initiative. No other firm has the immediate, specific and in-depth knowledge of the TWRS program or contract that is currently required. There will be no solicitation issued for this work.
