COMMERCE BUSINESS DAILY ISSUE OF DECEMBER 22,1998 PSA#2247RFI FOR AAS SUPPORT FOR THE F/A-18 PROGRAM OFFICE The Naval Air Systems
Command, Naval Air Warfare Center Aircraft Division (NAWC-AD) intends
to procure Contractor Advisory and Assistance Services to provide
Technical, Financial, Management, Acquisition and Production Support
for PMA-265, F/A-18 Program Office. This procurement will be a multiple
award competition with two lots. Lot One includes the Technical,
Financial, and Management support effort and Lot Two includes the
Acquisition and Production Support effort. Lot One will be processed
under a full and open competition and Lot Two will be processed as a
100% small business set-aside therefore, only firms whose average
annual receipts for the preceding three fiscal years do not exceed $20
million may bid on Lot Two. This announcement is a request for
information (RFI) from potential suppliers regarding: 1) the statements
of work for both Lots One and Two, 2) labor category descriptions for
both Lots One and Two, and 3) the structure of the competition (i.e.
the multiple award scenario of two lots with one as a full and open
competition and one as a 100% small business set-aside). Any
contractors desiring to comment on these items can access the
statements of work and labor category descriptions on the NAVAIR Home
Page located on the World Wide Web (WWW). The WWW address, or URL, for

statements of work and labor category descriptions for both Lots One
and Two can be found under synopsis number 99-R-1184. The NAWC-AD
intends to review all responses to this RFI and incorporate any desired
comments into the final solicitation. Contractors are requested to
submit responses by 14 January 1999. Any responses submitted after this
date may not be reviewed by the government. The NAWC anticipates
release of the final solicitation, number N00019-99-R-1184, by 01 March

All questions regarding the solicitation should be submitted after
solicitation release. It is anticipated that solicitation number
N00019-99-R-1184 will include the following information: Standard
Industrial Classification Code 8711; the contractor must maintain
facilities located within 30 miles of the main gate of Naval Air
Station, Patuxent River, MD; the contractor must have a secret security
facilities clearance, and the solicitation will result in two Time and
Materials, Indefinite Delivery/Indefinite Quantity ordering contracts.
This solicitation will be synopsized in the Commerce Business Daily
(CBD) before solicitation release. Contractors planning to request the
solicitation should wait until the synopsis is released. Lot One of
this effort is currently performed by Veda, Inc. under contract
N00019-94-D-0262. Lot Two of this effort is currently performed by NSM
under OMNIBUS contract N00019-95-D-0178, delivery orders 0092, 0094,
