Naval Facilities Engineering Command (SOUTHWESTNAVFACENGCOM),
Contracts Department, San Diego, California, is hereby soliciting
information for potential sources sought to provide Transportation
Equipment Operations and Maintenance Services for various Navy
locations in San Diego County, California. A cost comparison to
determine the feasibility and economy of converting transportation
equipment operations and maintenance services performed by government
personnel to contract performance is simultaneously being done. A
contract will not be awarded unless the costs of contracting are lower
than the costs of continued Government performance by a factor equal
to or greater than ten percent of the government's personnel costs.
Government personnel adversely affected by conversion of Government
performed services to contract have Right of First Refusal for jobs for
which they are qualified. The services to be performed include
preventative maintenance, safety inspections, road and towing service
calls, vehicle systems repairs, body and fender repairs, glass
replacement, upholstery work, painting, equipment and vehicle pools
operations, dispatch planning and control, scheduled and unscheduled
passenger and freight support, movement and operation of construction
and material handling equipment, boom repair, lubrication and painting
of weight handling equipment, equipment utilization administration and
other services. The successful offeror shall provide all management,
supervision, coordination, personnel and labor to perform the
Transportation Operations and Maintenance Services. The Contractor
shall be registered as a motor vehicle repair dealer and provide,
tools, materials, equipment, and other items necessary for
transportation equipment operation and maintenance. The Contractor
shall be responsible for planning, scheduling, service writing and
quality control. The performance period will be five years, including
one base year and four (4) twelve month options. A performance-based
combination firm fixed price, indefinite quantity contract is
anticipated. The estimated magnitude of the requirement is $15,500,000
per year. The primary standard industrial classification (SIC) code is
7538 -- General Automotive Repair Shops. A substantial portion of the
work also involves operation services. Interested sources should
