COMMERCE BUSINESS DAILY ISSUE OF DECEMBER 23,1998 PSA#2248Department of the Navy, Naval Sea Systems Command, 2531 Jefferson Davis
Highway, Arlington, VA 22242-5160 12 -- FIRE CONTROL EQUIPMENT SOL N00024-98-R-5454 POC John Murray,
(703) 602-7903 The Naval Sea Systems Command has a requirement for Ship
Self Defense System (SSDS) MK-2 hardware for the CVN-69. This hardware
will be developed based on the SSDS MK-1 in support of the AAW
Capstone Requirements. It also incorporates certain critical command
and control functions that currently exist in the Advanced Combat
Direction System (ACDS). Raytheon Naval and Maritime Systems (NAMS) of
San Diego, California is the design agent and only qualified producer
of SSDS MK-1 and ACDS. The SSDS MK-2 requirement is an evolutionary
development of the SSDS MK-1. The MK-2 requirement and design effort
was contracted with Raytheon on a sole source basis in FY98 under
Contract N00024-97-C-5466. The preliminary design of the SSDS MK-2
hardware was completed in September 1998 and the critical design is
presently being finalized for Government approval. This hardware is
needed to support the SSDS MK-2 software development and system
integration schedule starting in February 2000. The first incremental
software build is needed by October 2000 to support LPD-17 National
Test Network (NTN), and a follow-on software build is required by June
2001 to support CVN-76 Combat System Light-off. Raytheon will be
permitted to use the CVN-69 hardware as a dedicated test asset to
support the MK-2 software development and system integration effort.
This is being done to reduce some of the development risk associated
with the aggressive MK-2 software build schedule. The MK-2 design is of
a complex nature and would require substantial investment in both time
and money to qualify another source. Raytheon NAMS is also the only
company that can meet the 12-month hardware delivery schedule by
leveraging off their earlier MK-1 production experience. Therefore, the
SSDS MK-2 hardware requirement will be solicited from Raytheon NAMS.
