POC Mick Dubuis 727-972-7593 This is a combined synopsis/solicitation
for commercial items prepared in accordance with the subparts in
Federal Acquisition Regulation 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation; bids are being requested and a written solicitation
will not be issued. Solicitation number Request For Proposal (RFQ)
673-4-99 is assigned and shall be referenced on any proposals. This
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-07. The Standard
Industrial Classification Code is 5012 and the business size standard
is 100 employees. The James A. Haley Veterans' Hospital, located at
13000 Bruce B. Downs Blvd., Tampa, Florida 33612 has a requirement for
a semi trailer. Scope of Procurement is as follows: It is the intent
of the James A. Haley VA Hospital to purchase a new, or previously
untitled, refrigerated, semi-trailer. This trailer shall be at least
25' long andno more than 30' long with refrigeration capacity to
maintain 40 degrees temperature in up to 16' of the trailer interior.
The trailer shall be equipped with a moveable insulated interior
partition and all other options or features as listed below. The
successful offerer must deliver the offered trailer in an operational,
road ready condition no later than 2/10/99. *Fully insulated, aluminum
frame and wall structures, rivetless lining, Aluminum exterior panels,
single axle, 37,000 Lbs. GVWR capacity, Fail Safe type air brakes,
10"x10" landing gear pads, rubber dock bumpers, Hub mounted odometer,
24.5 low profile tires w/spare wheel, tire and underslung tire mount,
Interior cargo light, wearbands and logistic tracks as listed below.
*Trailer shall have extruded aluminum dry freight type floor, with 1 "
ribs. Minimum of 89" clear wall to wall inside dimensions and fork
lift reinforcement up to 12,000#. Wearband of 6" height at floor level
as a minimum. *Trailer shall be equipped with Diesel/Electric powered
refrigeration system capable of 15,000 Btu/Hr capacity 35*F @ 100*F
ambient. Compressor shall operate on diesel or 208 Volts, 3 Phase. Fuel
tank shall be equipped with a gage and be serviceable from ground level
and hold 50 gallons as a minimum. Reefer unit shall operate in manual
mode or under thermostatic control and be equipped with a selector
switch to control mode of operation. Provide the following options: .
body mount control box, automatic phase correction, dry type air
cleaner, battery and battery box and easy to read box thermometer.
*Provide a Data Management System that will continuously monitor the
cargo box transmit alarms and maintain records of actual cargo box
conditions. Provide hand held printer and port cables to download and
print the actual load conditions data. *Trailer wall insulation shall
be 3" foam type throughout. *Sidewalls shall be equipped with two (2)
logistic tracks on each side. Provide six (6) each adjustable cargo
straps/clamps. *Provide mid-point turn signal indicator lights on both
sides of trailer. *Provide a 3" thick, insulated, adjustable, side
fold bulkhead with a minimum of an R-22 rating. Wall shall be, or equal
to the LoadMaker, LM1000, with two-temperature fan kit by Roll-o-matic
Inc. *Provide lockable roll up rear door with at least one side door
with steps and handrails. *Supplier shall provide a minimum warranty of
twelve (12) months labor and materials on trailer and refrigeration
equipment from date of in service. If supplier is offering a better
warranty for their product they are to state the upgrades on the same
sheet as any qualifiers they may have proposed to this solicitation.
(light bulbs and lens are excluded) Any offer to this solicitation is
to clearly state any exception or substitutions to the basic bid
requirements. They are to clearly show and state how their offer meets
the requirements of the bid solicitation. Questions pertaining to the
technical requirements may be referred to John "Whitey" Cassell at
813-972-7610. Proposals shall be submitted onan "all or none basis."
Partial proposals shall be rejected. All potential offerors shall be
able to supply trailers by February 10th, 1999. Offerors shall provide
a complete set of provisions with proposal found at FAR 52.212-3,
Offeror Representation and Certifications-Commercial Items. Provision
and clauses found at 52.212-1, 52.212-4, 52.212-5 and 852.210-77 also
