re-issue of Solicitation No. TFTC-96-MR-461A, last issued 9/16/98,
which is being updated to revise the solicitation number, to provide a
new point of contact, and to update various clauses (if you submitted
an offer under the old solicitation number, you need not resubmit).
Issue date will be on or about 1/4/99. This is a standing solicitation
for Federal Supply Schedule FSC Group 46, Part I, Section A,
originally issued 3/12/96 (Basic) and 3/21/97 (1st open season), from
which the Government contemplates additional awards for supplies listed
in the Schedule of Items covering eight Special Item Numbers
(categories). The scope includes worldwide delivery, with resulting
contracts FOB Destination within the 48 contiguous United States and
District of Columbia (domestic scope); terms will be FOB Destination to
all locations outside of the domestic scope also. Contact points for
locations outside the domestic scope are mandatory in order to provide
those locations with local assistance. This solicitation will remain
in effect unless amended and/or replaced by an updated solicitation.
There is no closing date for receipt of offers; therefore, offers may
be submitted for consideration at any time during the life of this
solicitation. This Federal Supply Schedule period will be continuous,
and will contain contracts with periods commencing on the date of award
(DOA) and expiring five years after (exclusive of any options) from the
DOA unless further extended pursuant to an Option to Extend the Term of
the Contract, or canceled sooner. These new provisions will ensure that
our customers are provided a continous source of supply. For more

identical to those currently awarded. All contracts will be indefinite
delivery -- indefinite quantity contracts, with a $100 guaranteed
minimum for the contract period. Various clauses, including Clause
I-FSS-599, Electronic Commerce—Federal Acquisition Network
(FACNET), which implements GSA Advantage (GSA's On-Line Shopping
Program) are included. Acceptance of the Government Purchase Card is
mandatory for payments equal to or less than the micro-purchase
threshold for oral or written delivery orders. You must be capable of
receiving payment by Electronic Funds Transfer (EFT) in accordance with
the Prompt Payment Act (31 U.S.C. 3903) and Office of Management and
Budget (OMB) Circular A-125, Prompt Payment. All contracts awarded will
include Industrial Funding provisions. See Note 12 (Trade Agreements).
