THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. SOLICITATION NUMBER 53SBNB960025 IS BEING ISSUED AS A REQUEST FOR QUOTATION (RFQ) USING SIMPLIFIED ACQUISITION PROCEDURES. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-09 (Not including FAC 97-07). This acquisition is a total small business set aside under SIC code 3826 and the related small business size standard is 500 employees. The National Institute of Standards and Technology's (NIST's) Optical Technology Division has a requirement for a Hewlett Packard (HP) 8340B Microwave Synthesizer with Front Panel Output which will be used as a signal source in NIST's Fourier transform microwave (FTMW) spectrometers. This is a BRAND NAME REQUIREMENT. Both new and reconditioned pieces of equipment will be accepted. The HP8340B is the only known synthesizer that can be used as a signal source with NIST's FTMW spectrometers without requiring additional software delays when put into the sweep mode. NIST utilizes the sweep mode thousands of times a day and any delays would lead to considerable idle time. In addition, the HP8340B is the only known synthesizer that performs a repeatable sweep over small spectral regions (2 -- 10 MHZ). The salient characteristics of the HP8340B are as follows: 1) Frequency range: 10MHZ to 26.5Ghz with 1 to 4 Hz resolution; 2) Calibrated output: +10 dBm to -110 dBm; 3) Very low spurious and phase noise; 3) Pulse, amplitude, and frequency modulation; 4) Functions as a complete analog sweeper; 5) Sweep range from 100Hz to 26.5 GHz; and 6) Output connector is APC-3.5 Male. The Contract Line Item, quantity and unit of measure is as follows: CLIN 0001 -- HP8340B Microwave Synthesizer with Front Panel Output, 1 each. The vendor shall deliver line item 0001 FOB Destination, within thirty (30) days after contract award at NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. The provisions at 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items applies to this acquisition. The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Technical capability to meet the agency need (Offers must be for a HP8340B as specified above); and 2) Warranty. The clause at 52.212-4, Contract Terms and Conditions-Commercial Items applies to this acquisition. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, including subparagraphs (6) 52.222-26, (7) 52.222-35, (8) 52.222-36, (9) 52.222-37, (10) 52.225-3, and Department of Commerce Agency-Level Protest Procedures Level Above the Contracting Officer, which can be downloaded from the NIST Web Page located at http://www.nist.gov/admin/od/contract/protest.htm.
