(202)564-4757 This is a combined synopsis/solicitation for commercial
items prepared in accordance with the format in FAR subpart 12.6, as
supplemented with additional information included in this notice. The
Environmental Protection Agency (EPA) has a requirement for a software
system that evaluates current energy management systems, and
identifies specific areas for energy-efficiency improvement. This
system shall assist organizations in developing effective action plans,
achieving continuous improvement in energy costs, and identifying and
ranking energy management priorities for immediate action. Furthermore,
the software shall address the following energy strategy development
issues: organizational, procurement, operational, verification,
tracking, and investment strategies. The requirement is for a system
that analyzes energy management practices. The requirement is not for
a technical energy tracking system. The requirement also includes user
manuals, support services, and training for the software system. EPA
is unaware of any other source, therefore intends to issue a purchase
order for EnVision One 2 Five Software, user manuals, support services,
and new user training to Energetics, 701 Pennsylvania Ave N.W.,
Washington, D.C. 20004. This purchase order will be issued in
accordance with FAR Part 13.5. This announcement constitutes the only
solicitation, and a written solicitation document will not be issued.
This solicitation #PR-DC-99-00653 is a request for quotation (RFQ).
This RFQ has the following line items: Envision One 2 Five software for
300 users, 300 user manuals, support services, and training for one
year; plus, an option year to renew the software for 300 users, 300
user manuals, and support services. The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 98-09. The associated standard industrial
classification code (SIC) for this procurement is 7372. Required
delivery date for the first 100 licenses and user manuals is six (6)
weeks after purchase order award. The required delivery date for the
remaining 200 licenses and user manuals is eighteen (18) weeks after
purchase order award. Place of delivery, acceptance and FOB point is
401 M Street S.W., Washinton D.C. FAR 52.212-1, Instructions to
Offerors-Commercial Items applies to this acquisition. In accordance
with FAR 52.212-2, Evaluation-Commercial Items, proposals will be
evaluated and award made to the responsible, responsive firm whose
offer conforming to this solicitation is the lowest cost and
technically acceptable offer. All vendors are to include with their
quotes a completed copy of provision 52.212-3, Offeror Representations
and Certifications-Commercial Items, which may be downloaded from
http://www.arnet.gov/far/. The clause at 52.212-4, Contract Terms and
Conditions-Commercial Items, applies to this acquisition. The clause at
