Stephanie D. Hunter, stephanie.d.hunter1@jsc.nasa.gov. NASA/JSC intends
to issue a Request for Proposal (RFP) for a Regenerative CO2 Removal
System (RCRS) ground test prototype for the Shuttle Orbiter Upgrades
Program. This procurement will be issued as a sole source procurement
to Hamilton Standard. This procurement is being issued using procedures
other than full and open competition under the authority of 10 USC 2304
(c) (1) and FAR 6.302-1. This ground test prototype assembly contract
involves three aspects; (1) starting with a unique, high capability
solid amine chemical, (2) building a prototype system using the high
capability solid amine and a prototype bed and a prototype valve
already developed, and (3) if the prototype meets all specifications
and performance goals building flight hardware that meets all of the
flight interfaces. Hamilton Standard has a solid amine chemical that
has better performance than any other chemical available. This chemical
is proprietary to Hamilton Standard and not available for use by other
commercial vendors. The prototype uses components already designed and
built by Hamilton Standard, and their special knowledge about the
design and operation of the components makes them uniquely qualified to
do the system integration job. Hamilton Standard has built two flight
units that have successfully operated in Space for more than 170 days.
They are the only company with flight hardware experience to meet
these specific flight system requirements. The Government does not
intend to acquire a commercial item using FAR Part 12. See Note 26. See

days from the publication of this synopsis to submit in writing to the
identified point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after the 15 days or without the required
information will be considered nonresponsive to the synopsis and will
not be considered. A determination by the Government to not compete
this proposed effort on a full and open competitive basis, based upon
responses to this notice is solely within the discretion of the
Government. Oral communications are not acceptable in response to this
notice. All responsible sources may submit an offer which shall be
