612-725-2189 Seeking various A/E firms to negotiate open-ended
contracts for a three-year period for pending projects at VA Medical
Center, Minneapolis, MN for the period of date of award through
December 31, 1999 with options to renew for two additional 12-month
periods. This procurement is set aside for emerging small business for
all projects with fees under $50,000. There may be one or two projects
wherein A/E fees will exceed $50,000 and a large business may be
selected for negotiations. Therefore, both large and small business
firms should respond to this solicitation. VAMC will consider A/E firms
which can be categorized as full-time service A/E firms; general
architectural firms with affiliated engineering support; and
engineering specialized firms. The latter is requested as there may be
occasion when projects relate specifically to engineering issues and
would not requirae the involvement of an architect. All firms must have
the capacity to produce Auto-CADD drawings which have compatibility
with Autodesk, Release 14 with Softdesk Version 8. Our VAMC Project
Section has developed its own CADD Standards by which A/Es must develop
design documents. These standards will be made available for review at
the VAMC only, prior to the selection process, if the A/E firms wish
to review them. Also, they will be provided to the selected A/E firms
prior to their work on any specific VAMC projects. The following
projects are representative of work pending: consolidate CCU with
Stepdown Telemetry; Closed Transition Switching; Replace UPS System;
Neurology X-Ray Room Site Prep; Women's Privacy Corrections; Correct
Energy Center Dificiencies; Replace Boilers, Building 222; Extend
Freight Elevators; Environmental Improvements, First Floor; and
Electrophysiology Lab Site Prep. Submit your interest in this selection
process with your firm's 254s/255s, cover letter, and list of
references by close of business January 21, 1999. The following
evaluation factors are among those that will be used in selecting A/E
firms for open-endedcontracts: Having professional services
(disciplines) necessary for satisfactory performance of required
services, specialized experience, qualifications of proposed team(s),
location in general geographic area, past performance of similar
projects being considered. The government makes no guarantee of any
project for award, nor guarantee that any selected A/E firm will
receive a project. A number of A/E firms will be selected to hold
