(RFP), but a request for submission of Standard Forms 254 and 255 for
Indefinite Delivery/Indefinite Quantity Contract (Open-End)
Multidiscipline-Engineering Contract Service for various projects at
Misawa Air Base, Japan. The contract will consist of a basic year and
two option years. Individual task order fees issued under the contract
will not exceed $299,000.00. The cumulative amount of fees issued
under the contract including basic and option years will not exceed
$450,000.00. Minimum guarantee amount is $5,000.00. Task order will be
issued as the need arises during renovation and maintenance/repair
type projects. It is our intention to award two multi-disciplined
contracts. Design services required will be in conjunction all types of
construction projects to include, but not limited to the following:
repair, maintenance, minor construction, including preparation of
drawings (Autocad) and specifications. Various types of A-E services
such as investigation, inspection, studies, reports, and cost estimates
may also be required. Projects could include various combinations of
all disciplines. Selection will be based upon the firm's qualifications
in accordance with the following criteria in order of relative
importance: (1) Specialized experience and technical competence in the
types of work described above; (2) Professional capacity to accomplish
the contemplated work within the required time; Past performance on
contracts with the Department of Defense and private industry in terms
of quality of work, cost control, and compliance with performance
schedules; (3) Implementation of Design Quality Control Program
describing how quality design will be achieved and maintained and how
quality design reviews will be performed; (4) Location of the firm in
the general geographical area of the projects and knowledge of the
locality of the project; (5) Value of work previously awarded during
the previous 12 months (from the date of synopsis announcement).
Professional RegistrationStamp: (1) U.S. firms doing business in Japan
shall provide, on the first sheet of the drawings, the stamp and
signature of a Registered Architect or Professional Engineer who is a
principal of the A-E firm. In addition, the first sheet of drawings for
each discipline, such as Civil, Architectural, Structural, Mechanical,
and Electrical, shall also be stamped and signed by the appropriate
registered architect or professional engineer; (2) Japanese firms are
required to provide, on the first sheet of drawings for each
discipline, the signature and stamp (han) of a First Class Architect or
Engineer ("Kenchiku Stetsubish" or "Doboku Setsubi-gishi") recognized
by the Government of Japan. A-E firms which meet the requirements
described in the announcement are invited to submit completed Standard
Forms 254 and 255, U.S. Government Architect-Engineer qualifications,
with appropriate documentation of professional registration(s)
attached, to the 35 Contracting Squadron, 35 CONS/LGCC, Misawa Air
Base, Japan. A current SF 254 is required for each consultant listed.
No other general notification firms under consideration will be made
