The sofware upgrades, installations, configurations, and modifications shall be made having access to restricted software code. Contractor shall ensure that all software configurations are compatible with the existing CMOP Order Management Control System and Order Management Subsystem. The proposed contract action is for services for which the VA intends to solicit and negotiate with only one source under the authority of FAR 6.302.
