D -- INSTALL CONFERENCE ROOM MULTI-MEDIA SYSTEM SOL FA4416-99-RA014 DUE 010699 POC Jennifer LaChance, 301-981-2304 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. This solicitation number FA4416-99-RA014 is issued as a request for proposal (RFP) and will result in a Firm-Fixed price contract. Interested parties, please respond to this solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-9. This acquisition is 100% small business set-aside. The SIC Code is 5065. The 459th AW/CP, Andrews AFB MD has a requirement to design and install a Multi-Media Presentation System, which shall include but not limit to: CRISIS ACTION ROOM: (A) Two displays mounted in front of the room which includes two 29" multi-scan monitors, high resolution LCD projector onto a Government furnished (GF) 100" diagonal electric screen. (B) The system will include a designated computer with WIN NT 4.0, Office 97 professional software and anti-virus software. The minimum processing speed will be 400 MHZ, other minimum specifications are 128 M RAM, 10 GB hard drive, a zip drive, DVD, video card, 8MB video RAM, a sound card and 17" monitor. (C) This system must interface with both PC/MAC. (D)The monitors and projector must support resolution as high as 1024 x 768 as well as composite video signals. (E) The projector must be ceiling mounted on a drop tile mounting system. The monitors flanking the center large screen display (GF) must be suspended on ceiling mounted brackets. (F) The control system's main user interface must be a touch screen. (G) A small, two button, wireless, hand held controller is required to enable the presenter to move around the conference room and advance or re-play a computer slide show. (H) This room requires a small media support audio system. (I) A floor mounted equipment rackmust be provided to house the system's components. This rack will be located in the Crisis Action Room. CONSOLE AREA: (A) A single 78" (6.5') fixed diagonal large screen display is required including a high resolution LCD projector. (B) The system will include a designated computer with WIN NT 4.0, Office 97 professional software and anti-virus. The minimum processing speed will be 400 MHZ, other minimum specifications are 128 M RAM, 10 GB hard drive, a zip drive, DVD, video card, 8MB video RAM, a sound card and 17" monitor. (C) This system must interface with both PC/MAC. (D) The monitors and projector must support resolution as high as 1024 x 768 and composite video signals. (E) The projector must be ceiling mounted on a drop tile mounting system. The monitors flanking the center large screen display must be suspended on ceiling mounted brackets. (F) Any of the video and computer sources connected to the A/V system's router must be viewable on the large screen display. (G) The control system's main user interface must be a touch screen. FLIGHT BRIEFING ROOM: (A) This area requires two video display devices. Display one must be a 27" computer monitor used to display all computer flight status information. Display two must be a 27" television used to view all non-computer video sources. (B) The monitors flanking the center large screen display must be suspended on ceiling mounted brackets. (C) A control panel needs to be located in the Flight Briefing Room to allow the flight crews to select which computer and video source to view on the displays. The control panel will use a push button panel to select the various inputs available in that area. REMOVAL OF DEBRIS: The contractor shall remove all construction debris, packaging materials and all other debris and rubbish from the site daily and dispose of the trash and debris properly. Note: Government dumpsters and facilities may not be used for trash disposal. TRAINING: The contractor shall provide training on equipment operation and troubleshooting. Contractors will have access to the building during the hours of 0700-1600. Contractor will not be asked to work during a national holiday or weekend. Delivery shall be FOB Destination at Building 3613, Seattle Avenue, Andrews AFB, MD 20768. Delivery and installation must be completed by 24 FEB 99. Site visit will be held on 29 Dec 98 at 0900 location Bldg 1419 Menoher Drive, Andrews AFB MD. The site visit is highly recommended. Public Law 91-596, Occupational Safety and Health Act, is mandatory. Safety and Health standards are the contractor's responsibility. The contractor shall be responsible for providing and placing all barricades, lighting, and safety devices that are required in conjunction with the execution of the scope of the contract. Contractor's proposal should have a breakdown of materials and labor. Proposal shall include; (1) Past performance-Contractor must demonstrate ability to provide a mulit-media conference facility by identify at least two projects of similar scope and complexity in the Washington DC area, completed by the contractor that can be visited by the customer. Contractor shall provide a list of clients with point of contact/phone number. (2) Capabilities and limitations of the equipment recommended by the contractor. The equipment must satisfy the requirements of the contract. Contractor must provide catalog and brochures that explain the limitations and capabilities of the proposed equipment.
