Center (LeRC), Cleveland, Ohio, is seeking qualified small businesses,
small disadvantaged businesses (which also includes women-owned
businesses), and/or 8(a) firms capable of performing work in a
follow-on procurement to the existing LeRC contract NAS3-27351
[Technical and Fabrication Support Services Contract (TAFSS); which
provides a full range of technical support services for LeRC in-house
R&D programs through the Test Installations Division (TID) and the
Manufacturing Engineering Division (MED), including installation,
operation, modification, and routine maintenance of research facilities
and test rigs; performance of experimental research support; and
fabrication support for research and facility hardware.] NAS3-27351 is
a cost-type level-of-effort contract; it is anticipated that the
follow-on contract will be a cost-type mission-based contract with some
fixed-price elements. In general, the prospective Contractor will be
required to provide all necessary on-site administration, management,
operations, wind tunnel support/operation, design, and maintenance, as
well as all materials, tools, transportation and equipment to support
this contract. The Contractor shall be required to provide TEST
FACILITIES SUPPORT [The Contractor shall provide technical support
personnel for the research and development activities throughout LeRC.
This support shall include, but is not necessarily limited to, the
build-up, installation, operation, modification, routine maintenance,
repair and troubleshooting of research test apparatus and related
electronic, mechanical and electrical systems and subsystems, and
vacuum system technology]; EXPERIMENTAL RESEARCH SUPPORT [The
Contractor shall provide laboratory support personnel in the
processing, preparation, and evaluation of experiments in support of
research in specialties such as, but not limited to, tribology,
advanced electronics, gears, bearings, lubricants, powdered materials,
ceramics, other materials, space shuttle hardware, NASA flight
hardware standards, fiber optics, and lasers]; and FABRICATION SUPPORT
[The Contractor shall provide technical support personnel for the
fabrication required to manufacture and repair experimental research
and facility hardware. The support shall include, but is not limited
to, precision machining, sheet metal modeling, wood modeling, research
instrumentation, welding, piping modification, and dimensional
inspection]. While maintaining an on-site workforce, the Contractor
will also have to provide emergency call-in personnel during off-hours.
The successful contractor will also need to obtain a line of credit or
other financing in excess of $750,000. Please note that no
solicitation exists at this time; therefore, do NOT request a copy. If
a solicitation is issued, a synopsis may be found in the CBD and on
the NASA Acquisition Internet Service. It is not anticipated to be
released until after March 1999. Potential offerors should monitor
these sites for release of any solicitation or synopsis. In order to
ascertain the method of procurement for the services outlined above,
qualified small businesses, small disadvantaged and women-owned small
businesses, and/or 8(a) firms are invited to submit a "capability
statement" to the NASA Lewis Research Center. Information to be
provided must include, but is not limited to, name and address of firm;
size of business; average annual revenue for the past 3 years; number
of employees, ownership, and whether they are small, small
disadvantaged, 8(a), and/or woman-owned; number of years in business;
affiliate information such as parent company or teaming partners;
potential services to be subcontracted, if any; and list of customers
(government and non-government) covering the past 5 years (highlighting
relevant work performed, contract numbers, contract type, dollar value
of each procurement, and points of contact/addresses/and phone
numbers). In addition to detailing all relevant technical
qualifications, interested firms should also include in their
capability statements demonstrative information relative to past
performance and experience in managing a large workforce and performing
work similar to the technical requirements of this procurement, as
described above, particularly concerning aerospace research test
facilities and equipment (such as wind tunnels, specialized fuel and
oxidant systems, exotic fuels, vacuum test chambers, zero gravity drop
towers, "clean rooms", etc.). Interested firms should also demonstrate
their ability to finance a large service contract, particularly as this
applies to the required financing cited above. Capability statements
should be no longer than 15 pages in length. The proposed Standard
Industrial Classification (SIC) Code for this follow-on procurement is
8744 with a size standard of $20 million. Interested firms should

Capability Statements should be submitted no later than January 22,
1999. Capability Statements received after this date may not be
considered. This synopsis is for information and planning purposes only
and is not to be construed as a commitment by the Government nor will
the Government pay for information solicited. Respondents will not be
notified of the results of the evaluation. Please note that the NASA
Lewis Research Center has not yet made a decision as to whether this
procurement will be set aside and that it reserves the right to
determine the appropriate method of procuring the above services based
upon its analysis and evaluation of the Capability Statements. Posted
