(Site Code DAAD16) The U.S Army Soldier Systems Center -- Natick
(SSC-N) is currently conducting a Commercial Activities (CA) Study in
accordance with OMB Circular A-76 for Logistical Management Services of
the 129 person (authorized positions in Table of Distribution and
Allowances (TDA)) SSC-N Integrated Materiel Management Center (IMMC).
This solicitation is being issued to perform the required cost
comparison with industry to determine whether accomplishing the
specified work under contract or by Government performance is more
economical. If Government performance is determined to be more
economical, this solicitation will be canceled and no contract will be
awarded. This acquisition will include elements of the following
integrated materiel management functions: Sustainment Supply and
Maintenance Support; Technical Support; Stock Control Support;
Readiness Support; Mobilization, Logistics, and Emergency Planning;
Financial Management Support; CCSS Systems Analysis Support;
Acquisition Logistics Support; Business Support; Automation Support;
and Retail Operations Support. The Government anticipates that this
acquisition will result in the award of a Firm Fixed Price Award Fee
contract consisting of one basic and four (4) option years. The
applicable SIC code is 8741 with a size standard of $5 million. The
Government has not made a small business set- aside decision and
reserves the right to set-aside this acquisition if two or more small
businesses respond to this CBD announcement and demonstrate the ability
to perform this effort and the ability to do so at fair market prices.
Interested small business firms must submit within 15 calendar days
after the release of the draft Performance Work Statement (PWS)
adequate technical and management information pertinent to the
performance of the functions identified in the draft PWS. Adequate
information for the purposes of making this decision include details on
(1) experience on recent, relevant, or related projects or specific
work previously performed or being performed; (2) availability of, or
ability to staff, experienced personnel with logistical management
experience related to the PWS; and (3) any other pertinent information
as it relates to this acquisition that would enhance our ability to
make a set-aside decision. Statements that a small business can perform
the required functions is not adequate for the purposes of a set-aside
decision. The information provided should be in the form of a simple
concept paper not to exceed 10- 20 pages and should not be marketing
information. This "concept paper" should be submitted via e-mail to the
address identified below. Hard copies are also acceptable. The draft
PWS is scheduled to be released by 23 December. The workload data
associated with the draft PWS is still being consolidated and will be
released as soon as it is available. It should be noted that the number
of positions associated with the PWS will be something less than the
TDA figure as an organization performing the inherently governmental
functions associated with the PWS will remain. A Draft Request of
Proposals (RFP) is scheduled for release on or about 25 January 1999.
An industry preproposal Conference will be held at Natick on or about
6 February 1999 to discuss this acquisition and the draft RFP. Industry
is strongly encouraged to submit constructive comments on all documents
released as draft. Comments on the draft PWS and draft RFP are due 14
calendar days after release via E-mail to the POC listed below.
Comments on the draft RFP that are submitted within 2 days of the
preproposal conference will be addressed at the conference. The final
RFP will be released on or about 1 March 1999. Copies of the Draft
/Final RFP and all information related to this acquisition, including
changes in scheduled release dates of documents and other acquisition
milestones will be released strictly via the internet under the hot
link Business Opportunities at the web site
"http://natick.army.mil/acquisition". The set-aside decision will be
made within 5 days after the receipt of the required information and
will be posted on the web site and included in the draft RFP. No hard
copies of any documents will be provided. In order to facilitate the
release of information all interested parties should provide an e-mail
address. This office will e-mail a notice to all who submit e- mail
addresses when updates to the web site on this acquisition are posted.
