The Defense Finance and Accounting Service (DFAS) has a requirement for Financial Mangement/Systems Assessment Testing Support for the DFAS Systems Integration Directorate. The objective is to establish modular contract support that will be flexible enough to allow incremental functional analyses, fielding, compliancy testing, assessments and evaluations. The scope of this contract is to form a partnership with contractor personnel to perform duties associated with financial management, functional assessments, compliancy testing and assessment and evaluation of all DFAS Working Capital Fund Accounting Systems. Each system will be assessed in light of what its specific capabilities are toward fulfilling Federal Financial Management requirements. Assessment will address integration of DFAS systems and non-feeder systems. Additionally, the contractor will validate each DFAS accounting system with the DoD Finance and Accounting Activity (Process) Model. The scope of this contract shall also encompass the Information Technology OIPT requirements. These requirements include, but are not limited to, system documentation for pre-deployment and post-deployment system requirements, test guidelines and reviews. (a) Analyzing and updating the DoD Standard General Ledger. (b) Assisting in identifying Global Edit Tables and a standard Budget and Accounting Classification Code. (c) Risk Mitigation and Planning. (d) Compliancy assessments and evaluations. The base period of performance is for 12 months with four 12 month options.
