SPAWARSYSCEN Charleston is soliciting information from potential
sources for Joint Operations; Unmanned Aerial Vehicle (UAV) operations
and training; Cryptologic operations; Electronic Support (ES)
operations; Electronic Attack (EA) operations; and Intelligence
operations; Virtual Reality Systems; Signal exploitation; and
surveillance activities support. Systems to be supported include
Imagery systems, Electronic Warfare support systems, Cryptologic
systems, Exploitation systems, Display systems, Information Warfare
(IW)/Command and Control Warfare (C2W) systems, Intelligence systems,
Electronic Attack (EA)/Electronic Countermeasures Equipment and
Unmanned Aerial Vehicle Systems and Payloads. The primary focus of this
acquisition will be for imagery systems, intelligence visualization,
training and the prototype/limited production efforts directed towards
UAV systems and payload integration, analysis, design, modeling,
software/hardware development, integration, test/evaluation,
intelligence dissemination, cryptologic, electronic warfare (EW) and
intelligence sensors and processing systems. Potential sources must
demonstrate capability to have facilities located within one (1) hour's
driving time of: SPAWARSYSCEN Charleston, SC; National Maritime Center
at Suitland, MD; Central Intelligence Agency at Washington, DC; McDill
AFB at Tampa, FL; Langley AFB at Langley, VA; Naval Security Group
Activity at Fort Belvoir, MD; Patuxent River Naval Air Station,
Lexington Park, MD; Randolph Air Force Base, San Antonio, TX, and
Nellis Air Force Base, North Las Vegas, NV. These facilities will
require a minimum of a Secret Facility Clearance and one or more may
require Top Secret Facility Clearance. This acquisition will require
fifteen or more contractor employees with clearance at the Top Secret
SCI level. The period of performance will for a 12-month base period
and two 1-year options. This notice is for planning purposes only. If
satisfactory responses are received, a solicitation may be issued for
an indefinite delivery, indefinite quantity type contract with cost
plus fixed fee task orders. Firms are invited to submit appropriate
documentation, literature, brochures, and references that support they
possess the required specialized experience with the above systems and
capabilities necessary to meet or exceed stated requirements. Responses
shall be submitted to SPAWARSYSCEN, Charleston, Code 1117PL, P.O. Box
190022, North Charleston, SC 29419-9022, or by electronic mail to
leyap@spawar.navy.mil. (Request that name of firm be stated in subject
line of e-mail message). Responses must include the following: 1) name
and address of firm; (2) size of business: average annual revenue for
past three years and number of employees; (3) ownership: Large, Small,
Small Disadvantaged, 8(a), and/or Woman-Owned; (4) number of years in
business; (5) technical capability; (6) affiliate information: parent
corporation, joint venture partners, potential teaming partners, prime
contractor (if potential sub) or subcontractors (if potential prime);
(7) a list of customers covering the past 5 years; highlight relevant
work including a summary of work performed, contract number, contract
type, dollar value for each customer reference, and customer point of
contact with phone number. THIS SYNOPSIS IS FOR INFORMATION AND
PLANNING PURPOSES AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE
GOVERNMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND
NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT
WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN
RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS.
RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF THE EVALUATION.
RESPONDENTS DEEMED FULL QUALIFIED WILL BE CONSIDERED IN ANY RESULTING
SOLICITATION FOR THE REQUIREMENT. THE GOVERNMENT RESERVES THE RIGHT TO
CONSIDER A SMALL BUSINESS SET-ASIDE OR 8(A) SET-ASIDE BASED ON
RESPONSES HERETO. THE APPLICABLE SIC CODE IS 8711 WITH A SIZE STANDARD
OF $20 MILLION IN ANNUAL RECEIPTS. CLOSING DATE FOR RESPONSES IS 31
