a sources sought to conduct market research to identify potential
offers for an OMB Circular A-76 Cost Competition for the T53 Aircraft
Engine Wholesale Materiel and Maintenance Management Function at
Aviation and Missile command (AMCOM), Redstone Arsenal, AL. The
contractor shall provide all personnel, equipment, tools, material,
transportation, supervision and other items and services necessary to
perform all wholesale materiel and maintenance management tasks and
functions for the T53-L-13B and T53-L-703 aircraft engines as defined
in a Performance Work Statement (PWS), except where specified in the
PWS that government-furnished property and services will be provided.
The resultant contract, if any, shall be awarded through a fixed price
contract with award term provision. All materiel purchased through
this contract to maintain parts and spares inventory shall be cost
reimbursable with incentives for executing in accordance with approved
budget. The contract performance period is intended to be a five-year
contract consisting of one base year period and four option year
periods. This requirement will be issued on an unrestricted basis;
however an evaluation factor will be established for small business
participation, SIC Code and Size Standard for this acquisition is 8711
-- $20M. A pre-solicitation conference is planned for 15 January 1999
to address questions regarding the RFP. The anticipated formal
solicitation release Redstone Arsenal Web page, as they become
available. The planned announcement date is 4 June 1999. This
solicitation will not result in a contract if government performance is
determined to be more advantageous in accordance with OMB Circular A-76
procedures. Request that all prospective offers respond to this sources
sought no later than 10 January 1999 with a summary of materiel and
maintenance management qualifications and experience, not to exceed two
