COMMERCE BUSINESS DAILY ISSUE OF DECEMBER 23,1998 PSA#2248FAMILY HOUSING MAINTENANCE AND REPAIR AT FORT LEWIS AND VANCOUVER
BARRACKS, WA CONTRACT MODIFICATION The Directorate of Contracting, Fort
Lewis, WA, intends to modify Contract DAKF57-96-D-0011 with All Star
Maintenance, Inc., under the authority of FAR 6.302. The modification
will consist of adding two six-month option periods to the existing
contract. The modification is necessary to preclude disruption of
services if timelines slip in the planned family housing Residential
Community Initiative (RCI). The proposed option(s) will also provide
for a transition phase from contract to RCI agreement. The ability to
extend the contract for a short term period will result in
administrative cost savings to the Government as mobilized and start-up
costs are extensive for services of this magnitude and it is not
projected that these costs could be properly amortized in a contract of
6 to 12 months duration. The Government maintains the right to exercise
one or both of the 6 month options. The Government may elect not to
exercise either of the options. In the event Fort Lewis family housing
is either substantially delayed or not converted under RCI, a new
acquisition will be developed using full and open competition.
Responsible sources may submit a proposal in response to this notice
which shall be considered by the Government. To be considered,
responses to this notice must demonstrate an offeror's capability to
perform the services without adverse impact to quality of family
housing maintenance at an equal or lesser cost than the current
contractor for two separate 6-month time periods. All responses must
include, as a minimum, a detailed transition plan and narrative
addressing both cost and performance issues, and a discussion of how
such benefits will offset governmental administrative costs associated
