AFB,FAIRFIELD, CA The Requests for Proposal (RFP) will require
submission in two parts. The request for the solicitation documents
must be made in writing, stating N62474-99-R-6001. To obtain the RFP
documents, you must submit your request to: THE DEFENSE AUTOMATED
PRINTING SERVICE, ATTN: CHRIS ROGERS at 900 Commodore Drive, Building
B-203, San Bruno, CA 94066-5006 or Fax (650) 244-3349. (Chris Rogers
may also be reached at telephone, (650) 244-3347.) Your request shall
include: (1) Point of Contact; (2) Complete Company Name and Address;
(3) Telephone Number; (4) FAX Number. Incomplete requests will be
returned to the sender. The first part of the RFP documents will define
the general project scope and submittal requirements and will be
available on or about 11 January 1999. The second part of the RFP
document will include the plans and specifications and additional
submittal requirements. To obtain a Plan Holders List, you must fax
your requests to EFA WEST, NAVAL FACILITIES ENGINEERING COMMAND (ATTN:
SUNNY DRENNAN), (650) 244-2699. The proposed contract is unrestricted.
(If the prime contractor is a large business, a subcontracting plan
will be required in the second part of the solicitation). The Standard
Industrial Code (SIC) is 1521 and the related Small Business Size
Standard is $17 Million. The work includes the construction of 220
housing units of 2, 3, and 4 bedrooms (including handicapped 4-bedroom
units) that are site adapted from recently successfully completed
regional Department of Defense Family Housing. Of the 220 units, 28
units may be considered at a second site. All site development
including site grading, drainage, landscape planting/irrigation, road
design, fencing, tot lots, environmental mitigation and supporting
utilities shall be design-build from concepts developed by the
Government. The project is to be acquired by competitive negotiation
and based on technical and price competition. Award will be based on
best value to the Government. This is a Design (Site Adapt)-Build
Solicitation and will require that the proposal be submitted in two
parts which will consist of a total of three (3) technical factors. The
first part of the proposal submittal will address the following
technical factors: (1) Past Performance on comparable housing projects
and (2) Corporate and Key Personnel Experience in major housing
development including design-build in housing. The second part of the
proposal submittal will addressing the third technical factor, Past
Commitment to Small Business (SB) and Small Disadvantaged Business
(SDB) Subcontractors and Proposed Subcontracting Objectives (Applicable
to Large and Small Businesses, and the price factor. The contract award
will be subject to FAR 52.232-18 AVAILABILITY OF FUNDS 9 APR 1984).
Upon availability of funds, approximately $33 million will be
available. Contract duration is 720 calendar days. Pre-Proposal
