DESC: DTCG87-99-B-643030 -- The following work includes providing all
supplies, materials, equipment, transportation and perform the labor to
rehabilitate the Sitka Composite Building. A 20,048 square foot multi
functional building, consisting of medical/dental wing, galley, dining
areas, and a two-story barracks. Remodeling includes abatement of lead
and asbestos, conversion of shared bathrooms to single bathrooms to
meet current UPH standards; Structural revisions, including additional
shear walls for seismic loads; Replacement of siding, windows, doors,
flooring, light fixtures, electrical systems, plumbing fixtures, and
mechanical systems; Fire alarm, telephone, CATV System replacement;
Replacement of existing single wall underground heating oil storage
tank with above-ground double-walled tank; Minor revisions to
medical/dental, including relocating the pharmacy and soundproofing
exam room walls for patient privacy; Installation of a fire sprinkler
system. The estimated cost range for this project is between $1,000,000
and $5,000,000 dollars. The time for completion of all the work is 365
days from contract award. The work required by this solicitation is
identified as Industry Standard #1522 and the applicable size standard
is $17.0 million dollars in annual receipts for the past three years.
This procurement is issued pursuant to the Small Business
Competitiveness Demonstration Program, Public Law 100-656, as
implemented by the OFPP Policy Directive and Test Plan dated 8/31/89.
This is not a small business set-aside. All responsible sources may
submit a bid which shall be considered by the U. S. Coast Guard.
Requests for bid documents must be submitted and received by this
office no later than January 25, 1999. For Minority, Women-Owned and
Disadvantaged Business Enterprises: The Department of Transportation
(DOT), Office of Small and Disadvantaged Business Utilization (OSDBU),
has a program to assist minority, women-owned and disadvantaged
business enterprises to acquire short- term working capital assistance
for transportation-related contracts. This is applicable to any
eligible prime or subcontractor at any tier. The DOT Bonding Assistance
Program enables firms to apply for bid, performance and payment bonds
up to $1.0 million per contract. The DOT provides an 80% guarantee of
the bid bond amount to a surety against losses. Loans are available
under the DOT Short Term Lending Program (STLP) at prime interest rates
to provide accounts receivable financing. The maximum line of credit is
$500,000. For further information and applicable forms concerning the
STLP, call the OSDBU at (800) 532-1169. Bid packages for this job will
be published and available to prospective bidders in three forms:
standard hardcopy for a fee of $90 each; electronically on CD-ROM for
a fee of $10 each; and electronically on the USCG Internet web site at
no cost. Fees are collected to reimburse Government duplication costs.
An IBM PC with Windows operating system will be required to view and
print the documents and drawings in the electronic bid package. A
printer/plotter capable of printing 11" x 17" or "22 x 34" pages will
be required to print electronic bid package drawings. Bidders using the
electronic bid package are responsible for installing 'reader' software
and configuring printers and plotters. Bid package 'reader' software
and installation instructions will be provided on the CD-ROM and Web
Site. Interested parties can obtain a hardcopy bid package by sending
a check or money order addressed to the U. S. Coast Guard in the amount
of $90.00 to Commanding Officer (ko), Civil Engineering Unit, P.O. Box
21747, Juneau, AK 99802-1747. This is a non-refundable fee for the
