BertsAF@navair.navy.mil. The Navy Combat Edge (NCE) Program at the
Naval Air Warfare Center, Aircraft Division (NAWCAD),Patuxent River, MD
has a requirement for initial outfitting quantities of pneumatic
extended-coverage anti-g trousers. Preference will be given to designs
that have been successfully demonstrated and safely flown in military
tactical aircraft. A total of approximately 1050 production g-suits
are required. First articles will be due a maximum of five (5) months
after contract award. The required delivery schedule is at least 75
units/month following first article approval. The NCE Program minimum
requirements in an anti-g trousers are as follows: a) increased Gz
protection of at least 1 Gz above the relaxed g-tolerance attainable
with the CSU-13B/P g-suit; b) does not impose a hazard to the aircrew
during ground emergency egress, or in-flight emergency egress (600 knot
ejection, parachute opening, and in-water survivability); c) the
garment shall be adjustable in size so that no more than nine (9) sizes
are required to multivariately accommodate the central 95% of US Navy
male aviation population for critical sizing dimensions. A recommended
sizing guide is available from the Contracting Office upon request; d)
covers and applies pressure approximately equal to that of the actual
bladder pressure to approximately 80% of the combined surface area of
wearer's abdomen, thighs and calves; e) upon catastrophic failure of
the restraint fabric layer in any area, the bladder destroys itself
immediately or is self-limiting in volume such that loss of aircraft
control (by obstruction or inadvertent operation) is prevented; f)
capable of at least 1000 inflations from 0 to 15 PSIG concurrent with
100 hours exposure to simulated solar UV light of at least 0.65 w/m2 at
340 nm (xenon arc light, fluorescent UVA-340, or other UV light source
approved by NAWCAD) without failure of any part or construction; g)
rapid inflation from 0 to 11 PSIG occurs within 4.0 seconds using NCE
anti-g valve (Essex p/n 14075) with 70-75 PSIG source pressure; h)
rapid deflation from 11 to 1 PSIG occurs within 4.5 seconds using NCE
anti-g valve (Essex p/n 14075) with 70-75 PSIG source pressure; i)
outer restraint fabric and thread shall be of inherently flame
resistant fiber as tested IAW FED-STD-191, Method 5903 (after flame,
2.0 seconds; after glow, 25.0 seconds; and char length maximum, 3.5
inches), does not decompose below 500 degrees F, and does not melt or
drip; j) outer restraint fabric demonstrates resistance to abrasion as
tested IAW ASTM D4157 (no more than 5% loss in break strength after
2000 cycles with self-fabric as abradant); k) compatible for operations
in F/A-18A/B/C/D/E/F aircraft including pre-flight, boarding,
in-flight, egress, and post-flight operations; l) interfaces with the
aircraft air source using a Navy Combat Edge g-suit connector (Airlock
p/n 10255-1); m) interfaces with the Navy Combat Edge CRU-103/P oxygen
regulator's g-sense line; n) compatible with US Navy tactical flight
equipment; o) any stitching, any area of the outer restraint layer, and
any component installed on the outer restraint layer but not located
over bladder areas shall be repairable or replaceable at the
organizational (squadron) level; p) no evidence of rust or corrosion of
any part occurs after 5 launderings in cold water and line drying; q)
no degradation of strength or function after exposure to JP-5 jet fuel;
r) no degradation of strength or function after exposure to extreme
temperatures (-60 to 160 degrees Fahrenheit); s) does not pose a
foreign object damage (FOD) hazard as evidenced by loss or
deconstruction of components or garment in or out of the cockpit; t)
does not pose a health risk to the wearer; u) conforms to US Navy
maintenance practices and shall not require any new support equipment.
Two product samples will be required of all offerors. One product
sample shall fit a "95th percentile" Hybrid II or III manikin. The
other shall be of a smaller size in the mid region of the offeror's
sizing scheme. The product samples will be assessed to ensure that the
design satisfies the NCE minimum requirements. The offeror shall
provide evidence and data that the proposed design satisfies
requirements (a), (b), and (c) above. Product samples will be due at
NAWCAD 90 days after the solicitation is released. Evaluation of
product samples will take approximately 60-120 days. Product
samples/information shall be submitted at no expense to the Government
and will be returned at the offeror's request and expense unless
destroyed during pre-award evaluation. It is anticipated that a
solicitation for a firm fixed price contract with a base quantity of
approximately 800 units and one option for an additional quantity of
approximately 250 units will be released by April 99. Parties

(i.e. fax, e-mail, or letterhead). The Naval Air Warfare Center
Aircraft Division, is implementing electronic commerce in the
acquisition area, therefore, the solicitation will only be made
available on the NAVAIR Home Page on the World Wide Web at
www.navair.navy.mil/air20/air214/index.cfm. Hard copies WILL NOT be
provided. Offerors who respond to this synopsis will be notified via
E-mail when the solicitation is released. All amendments will be posted
at the same Internet web site. After solicitation release, vendors
should regularly access the NAVAIR web site to ensure that they have
downloaded all Amendments. The SIC code for this acquisition is 3842
which has a size standard of 500 employees. All responsible sources may
submit a proposal which shall be considered by this agency. Interested
firms shall indicate whether they are small, small disadvantaged, 8A,
or large business. All responses will be kept confidential and will
not be binding for the Government or the contractor. Proprietary data
in the responses will be protected where so designated. This
announcement contains the best currently available information and is
subject to change. Multiple awards and leader follower methods with
incentives are being investigated. A determination by the Government
not to award the proposed contract after release of this synopsis is
solely within the discretion of the Government. NOTE: Contractors must
