Research Laboratory Munitions Directorate (AFRL/MN) intends to award a
contract for the development of an optical correlator system. The
optical correlator is to be small, on the order of 25 in3 in volume or
less, and rugged enough to withstand the vibrational environment of a
guided munition. The correlator is to be based on modulator technology
that allows multiple states in the input image and in the spatial
filter. Design and fabrication of electronics that facilitate the
acceptance of input images and that process the correlation result is
to be part of this effort. It is intended that this optical correlator
system is to be designed for use in the AGM-130, or Powered Standoff
Weapon. Firms having applicable interest, capability and background
should submit particulars in accordance with Numbered Note 25 to
AFRL/MNK, Bldg 13, 101 W. Eglin Blvd., Suite 337,Eglin AFB FL
32542-6810, Attn.: Stacey Darhower. Firms will be evaluated on their
experience, personnel, and facilities. Responsesto this synopsis must
be received no later than 12 January 1999. Respondents to this notice
will not be notified of the results of the evaluation of information
submitted. This synopsis is for information and planning purposes only,
does not constitute an IFB or RFP, and is not to be construed as a
commitment by the Government. Firms responding to this synopsis should
state whether they are or are not a small business concern or a small
disadvantaged business concern as defined in FAR 52.219-1 and FAR
52.219-2, respectively (SIC Code 8731; Size standard is 500). The Air
Force reserves the right to consider a small business set-aside based
on responses hereto. This requirement may be pursued sole source if the
Air Force determines that only one source is capable of satisfying the

An Ombudsman has been established for this acquisition. The only
purpose of the Ombudsman is to receive and communicate serious concerns
from potential offerors during the proposal development phase of this
acquisition. All potential offerors should use established channels to
voice concerns before resorting to the use of the Ombudsman. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the selection decision. The Ombudsman
should only be contacted with issues or problems that have been
previously brought to the attention of the contracting officer and
could not be satisfactorily resolved at that level. Potential offerors
