B -- ELECTRONIC WARFARE INTEGRATED REPROGRAMMING (EWIR) ANALYSIS AND DATA BASE SUPPORT SERVICES DUE 020198 POC Mr. Lacy L. Hairston, 703/706-2762, Contracting Officer, Gail G. Gilchrist, 703/706-1710 Acquisition of Electronic Warfare Integrated Reprogramming (EWIR) Analysis and Data Base Support services for U.S. Army Intelligence and Security Command (INSCOM), resulting in a one year time-and-materials requirements-type contract with four option years. The contract effort will require data reduction and analysis of emitter signals. This will include assessing and analyzing new emitter signals for the EWIR automated database and reviewing and updating designated signals currently in the database. The offeror must have extensive experience in, applying state-of-the-art radar design techniques (e.g. phased array antennas, optical signal processing; low noise receivers and etc.), bridge gapping of in information, calculating values of EWIR data (e.g. Effective Radiated Power (ERP); antenna gain, effective, coverage diagrams and etc.), and ensuring an EWIR product based on sound engineering principles. A Sensitive Compartmented Information Facility (SCIF) will be required for contract performance. All proposed personnel must possess a Top Secret clearance with a Special Background Investigation (SBI) and must meet Sensitive Compartmented Information (SCI) eligibility requirements as determined by the United States Army Personnel Security Clearance Facility (USAPCCF) by the date of contract award anticipated to be o/a May 6, 1999.
