materials, labor, equipment, transportation, and supervision to clean
four (4) rooftop air handler systems and one (1)above ceiling system
supplying the four levels of the INS facility. The project consists of
of the cleaning of all interior surfaces by brushing and vacuuming the
surfaces using a HEPA (High Efficiency Particle Arrestor) filtered
collection vacuum. This method of cleaning is to ensure all dirt and
dust is removed from each system. The HEPA filtered vacuum is to
prevent the dust and other contaminants that are in the system from
being blown into or throughout the building spaces during the cleaning
process. Any deterioration of the interior walls of the liner
(fiberglass insulation) is to be repaired to allow for the prevention
of loose particles being transferred through the system. The interior
to be cleaned, then the fiberglass insulation to be coated with an
antifungal and antimicrobal coating. The coating to assist in the
upholding the interior wall integrity and prevention of the release of
loose fiberglass fibers throughout the warranty period. PART 1 --
GENERAL:, 1.1 GENERAL: The contractor is to provide cleaning of the
interior surfaces of the four rooftop AIR Handlers and one above
ceiling Air Handler, all of which supply heat and air conditioning to
the four levels of the INS building. Specific emphases should be taken
to locate any and all blockages within the duct system. Install all
new materials in strict accordance with the
manufacturer'sspecification, printed instructions. Contractor to remove
existing covering using a dust-free removal system; repair and seal
frayed areas within the interior duct insulation surface as per the
manufacturer's specifications; application of the sealer to be
consistant with the manufacturer's instructions. Contractor to provide
standard commercial warranty for all work provided. PART 2 -- CLEANING
AND REPAIRS TO AIR HANDLING SYSTEMS: 2.1 General Specifications for
Cleaning. As necessary, furnishings and equipment shall be protected
with plastic traps where work is being performed. The cleaing process
shall include a thorough visual inspection oft he interior walls of the
system. Any severe damage, damage beyond the scope of work, or
mechanical problems discovered during the initial inspection, or during
the cleaning process, shall be reported to the supervisor. It will be
the supervisor's responsibility to bring these issues to the
Contracting Officer's Technical Representative (COTR) for
consideration. The Contracting Officer (CO) is the only person with the
authority to allow work that was not initially anticipated. Upon
completion of the cleaning, every surface will have been cleaned to a
point where it is visibly free of accumulated debris and dust, and all
mildew and fungal growth shall be elimiated. While work is in
progress, random inspections by the COTR will be conducted to confirm
the work is being carried out according to these specifications. Upon
completion of the cleaning project, representativesof the contractor
and the COTR shall conduct a final quality control inspection. Any work
not meeting the standards of these specifications at that time shall be
completed to meet these requirements at no additional cost to the
Government. 2.1 Cleaning of Air Handler: All interior surfacesin the
air handlers and plenums shall be thoroughly brushed and vacuumed
clean. As practical, all non-porous surfaces shall be washed with a
paint-safe mild detergent solution. The interior coils shall be coated
with a coil cleaner solution and properly pressure washed. Cleaning
shall be repeated until blockages are totally eliminated and rinse
water appears clean. The condensate pan shall be brushed and/or
pressure washed of debris. Condensate drains shall be inspected and, if
necessary, cleaned to remove any and all present and future blockages.
The supply blowers and housings shall be scraped and wire-brushed to
remove any debris. They will then be cleaned with a mild, paint-safe
detergent or degreaser and then pressure washed. Precautions shall be
takento ensure no detergent or degreaser enters the bearings. All
interior dampers, screens, filter racks, etc. shall be cleaned using a
stiff-bristled brush or wire brush and vacuuming, then washed witha
paint-safe detergent solution and water. In the air handler and
plenums, replace all wet or unsalvageable fiberglass liner with a
double layer of "Astro-Foil", or equivalent, properly installed
withpins and liner adhesive. Also, repair all tears or rips in the
surface of the salvageable fiberglass liner with adhesive, lagging
cloth, etc. Coat the surfaces of fiberglass liner with Schuler
Superseal Permacoat, or equivalent. All rusted areas inside and out of
the air handler shall be wire brushed and vacuumed clean of loose
rust. Brush and vacuum clean the outside air screens, louvers, and
dampers. New filters will be installed if provided by the INS at the
time of cleaning. 2.2 Cleaning of Ducts: All return/supply registers
and diffusers shall be removed, washed with a mild paint-safe detergent
solution and then replaced. All interior dampers and turning vanes
shall be thoroughly cleaned with a stiff-bristled brush and vacuuming.
All manual dampers shall have their settings marked prior to cleaning
and shall be reset to original settings after cleaning. Access points
shall be cut into the rigid metal ducts as necessary to completely
access tthe interior for cleaning. The access plates shall be
constucted of the same gauge material as the duct work. Panels shall be
installed using duct sealer and self-tapping screws placed a maximum of
four inches apart around the entire perimeter. The panel shall overlap
the access opening by at least one on all edges. Caulking shall be
neat and continuous around the perimeter. All surfaces to be caulked
shall be clean of any dirt, rust, etc. that would affect the sealing.
Any sections of the fiberglass liner that have deteriorated to the
degree that they are no longer salvageable will be removed and replaced
with "Astro-Foil" or equivalent (A foil surfaced bubble pack type of
insulation which does not contain fiberglass.) It will not deteriorate
and contaminate the air stream, as does fiberglass, nor will it absorb
dirt and moisture (which are food sources for bacteria). In the supply
and return ducts, repair any rips or tears in the surface of the
fiberglass liner with adhesive, lagging cloth, etc. Coat the surfaces
of fiberglass liner with Schuler Superseal Permacoat or equivalent. All
access holes made in the metal ducts shall be sealed with a
manufactured quick-access cover. All flexible ducts shall be
reconnected and sealed using sheet-metal screws and approved duct tape
or nylon collar straps so as to be airtight. In the supply and return
ducts systems, inspect all duct joints for damage, disconnections and
leaks. 2.4 Measurement and Payment: Measurement and payment will be
upon the completion of all contract requirements for the cleaning and
repair of the air handling system. This payment shall constitute full
compensation for all labor, equipment, tools, supplies, materials, and
other components required to complete the work as specified. This

are those in effect through Federal Acquisition Circular 97-08.
