The Bureau of Engraving and Printing (BEP) plans to issue a solicitation to acquire services for the maintenance and operation of the integrated security system at the western Currency Facility (WCF) located at 9000 Blue Mound Road, Fort Worth, TX. The resultant contract will contain a base year and four one-year options. The contractor submitting a proposal for this requirement must establish a local office within a 50-mile radius from the WCF. The contractor should have serviced a minimum of two facilities having similar security devices and systems as the WCF (copies of the equipment/material list will be provided upon request). The two facilities serviced must have integrated two of these subsystems-access control, intrusion detection and/or CCTV. The contractor must have been responsible for maintenance on the _integrated_ aspect of each facility_s integrated security system. The contractor shall provide all management, supervision, labor, materials, supplies, repair parts, tools, to plan, schedule, coordinate, and ensure the effective and economical operation of the WCF_s integrated security system. The resultant contract will contain five major statement of work: (1) The contractor shall operate the WCF_s closed circuit television Product Security monitoring and Recording subsystem (CCTV) security systems from a designated location within the facility on a 24 hour basis, 365 days of the year (including all Federal holidays and the BEP year-end shutdown); (2) The contractor shall provide routine scheduled preventative maintenance, equipment adjustments and tests, and unscheduled corrective maintenance to ensure all equipment operates in accordance with manufacturer and security systems specifications and requirements. The contractor shall be responsible for both preventive (scheduled) and corrective (unscheduled) maintenance of all integrated security system and associated devices, perimeter security fencing and outdoor lighting, (3) The contractor shall provide system reconfiguration-expansion projects on a project-task basis. Projects include but are not limited to: installation, relocation, and adding cameras, sensors, card-readers, freeze frame units; (4) The contractor shall provide security system engineering and technical services on a project-task basis. Technical services includes providing: feasibility studies, cost-benefit analysis, and risk assessment and management; and (5) The contractor shall be responsible for Extraordinary Repairs to the WCF security system. This would include unforeseen natural or man made occurrences for which the contractor shall inspect and correct these circumstances within a limited period of time. The BEP anticipates that the solicitation will be ready on or about January 8, 1999.
