(410) 786-5163 The Health Care Financing Administration is seeking to
identify small disadvantaged (8a) businesses to develop and
disseminate information on Medicare health insurance, preventive care,
and rights and protections information for low-income, low-education
African American and Hispanic beneficiaries. The project would evaluate
the effectiveness of materials developed and establish measures for
future information dissemination within both communities. The products
to be developed from this project may include: (1) Medicare education
materials targeted to low-income, low-education African American and
Hispanic beneficiaries; (2) identification of the most effective
outreach strategies to influence behavior positively; and (3) improved
capability of HCFA partners to serve as information intermediaries in
the development and dissemination of information on HCFA programs. The
contractor will be expected to develop a wide variety of information
resources, and perform a variety of communication tasks
including:written documentation, videos, radio spots, development of
health campaigns, establishment of partner networks, development of a
resource kit for use in church health ministries, identification of
information intermediaries within a given community, etc. Interested
parties should submit a written capability statement no later than
January 8, 1999. This statement should be substantiated by complete and
detailed technical literature. At a minimum, address the following: 1.
experience with same or similar activities; 2. experience with the
specific target audiences identified above; 3. identify where your
facility would be located that would perform this work; 4. ability to
develop and disseminate health information within diverse communities;
5. identify contacts and support within diverse communities. Firms
