consists of construction and improvement & repair of Bldg. Nos. 1, 3,
6, 8, and 126; & demolish, remove, replace, repair, and improve
sidewalks, curbs & gutters, asphalt paving in parking lots & streets
within the Headquarters & residential compound. Deductive alterntes in
descending order consist of installation of roadway pavement at Bldg.
No. 5; leveling of construction of concrete slab at Bldg. No. 3;
residential site improvements; administration site improvements;
replacement of mortor joints in stonework at Bldg. No. 6; and,
replacement and installation of new fan coil unit. The site is located
at The BIA Agency Headquarters and residential compound in Window
Rock, Apache County, Arizona, located within the boundaries of the
Navajo Nation approximately 25 miles northwest of Gallup, NM. The
construction price range is between $1,000,000 and $5,000,000. Award of
any contract resulting from this solicitation shall be subject to
Section (7) (b) of Pub. L. 93-638 (25 U.S.C. 450 (e) and 41 C.F.R.
1452.226.71) which require that preference in subcontracting be given
to Indian/Alaska Native individuals. Consistent with these authorities
bidders shall advertise and solicit subcontractors and suppliers from
the Tribe(s) on or near the reservation(s) for which the contract will
be performed. The potential awardee shall be required to submit its
plan to implement Section (7)(b) when requested by the Contracting
Officer. Failure by the bidder to submit its plan when required and
implement same after award shall be sufficient reason for non-award of
a contract or termination of contract award for default. This
procurement is subject to the Small Business Competitiveness
Demonstration Program, Pub. L. 100-636. Bid documents will be available
after January 12, 1999 at a cost of $100 per set, non-refundable, and
